Statement of Work (SOW) FY23 Production Kitting Contract 17 July 2022
This Statement of Work establishes and defines requirements to be provided to Anniston Army Depot (ANAD) customers regarding the procurement/packaging and kitting of On-board Spares and Basic Issue Items (BII) of Various Department of Defense Weapon Systems. ANAD shall provide the requirements of materials needed and identify the requirements for the contractor to inventory, assemble and ship kits by vehicle sets.
The following categories will define the type of tasks to be performed:
1. Receiving Material
2. Packaging Material
3. Kitting Material
4. Storage
5. Transporting Material
6. Administration and Management
7. Addition Considerations
a. Environmental
b. Security
1. Receiving Material
a. On Site Support: There will be no onsite support for this effort from ANAD
b. On Site Receipts: There will be no onsite receipts of material for this effort from ANAD
c. Off Site Facility: Contractor will provide a Facility that is capable of storing, receiving kitting and transporting all materials. Contractor will provide all necessary transportation support, storage, material handling for hardware being received and staged in contractor defined location. Contractor is responsible for providing packing support to ensure parts do not become damaged during transit and provide security of material to preclude loss.
Contractor will be responsible for the procurement of hardware for the following below requirement:
As a result, from the Wholesale Supply System; such items will include but not limited to Class II, IX parts, requiring secure storage, of large items. Upon receipt of material, including all containers and/or packages, ANAD customer will conduct a 100% inventory, inspect all receipts to verify proper identification, condition of material and that the packaging represents the condition code assigned. ANAD customer will report all items not meeting these criteria to the ANAD COR via e-mail for necessary action/direction. Contractor will provide a report of all incoming receipts within 48 hours and report all discrepancies to the ANAD COR in this (SOW) below.
2. Packing Material: Contractor is responsible to ensure that the original packaging received; if becomes damaged during storage or transit, or the item was removed from a kit, or the warranty claim item is returned less the original packaging. All packaging/repackaging performed will be BCP (Best Commercial Practice) unless otherwise directed.
3. Kitting Material: Contractor is responsible to provide labor effort required to pull material from Bin Locations; package and kit the On-board Spares and Basic Issue Items (BII) in quantities identified in TM. Contractor shall ensure that all packaged kits are 100% complete, and with no free-flowing material. Each item being packed should be clearly label, with the following identifying markings:
a. NSN (Part Number if NSN not available)
b. Part Number
c. Item Description
d. Quantity
Contractor shall provide the BII shipping containers required for this effort as required. Contractor shall clearly label the containers (in preparation for shipment) with the following information:
a. Description: (i.e. example)
b. Serial Number:
c. Quantity
ANAD shall provide a list of all materials that are required in each kit to the Contractor and the Contractor will place shipping labels on the inside and outside of each container at time of shipment.
4. Transporting Material: Contractor is responsible to ensure that all kits are delivered to ANAD Customer location below.
(ANAD will provide the shipping address here once contract is established)
A log will be maintained of items shipped, destination, and receiver of kits at Contractors location. The log will be distributed upon request to ANAD COR and POC representatives.
5. Administration and Management: Contractor will include documentation of all receipts and issues with weekly reports being submitted for on hand balances, transactions (incoming and outgoing) and losses or damaged items. It will also include the management, inventorying and inspection of BII. Contractor will report any shortages to the ANAD COR and POC. Contractor will verify shelf-life of all products provided as part of BII. Contractor will report those items that have expired or are near expiration to the ANAD COR and POC. Contractor will report the total quantity of each BII kit remaining after each monthly requirement is fulfilled and delivered.
6. Additional Considerations:
a. Environmental considerations: Contractor shall use and follow the Government Hazardous Materials Information Resource System (HMIRS) as it pertains to On-board Spares and Basic Issue Items (BII) packaging and shipment. b. Security: Contractor is responsible to ensure the security and accountability for this hardware, and material being provided for this effort. Fire protection as required by the State fire marshal will be provided and maintained. Material to be insured at current value to cover losses should storm damage occur.
c. Storage Capacity: Contractor will be responsible for providing sufficient storage capacity required as to protect the material from the elements of rain, or other weather conditions that could cause deterioration for either the material or it packaging.
