The MPF requires a system to streamline transparent customer flow and metrics to measure customer requests and frequent hours of customer flow.

Section C: Justification for Soliciting from a Single Source or Brand Name

The DynaTouch QueueKiosk is a brand name procurement because there is only one specific product or service that can reasonably meet our need. During our market research we could not find any other kiosk product or brand that would be able to capture the metrics needed to help our section in improving customer services, manning and training needs. DynaTouch has the capability of collecting/sharing data from other bases that utilize their services, however we would be utilizing more TRAVIS metrics to meet our goals of improvements.

Section D: Efforts to Obtain Competition

Research was done from other companies who offer a queueing system, which also includes texting capabilities.

Although these companies mirror the capabilities of the QueueKiosk, they cannot offer us metrics on our customers.

The metrics will help us predict which sections to properly man in case any of the technicians are on leave, TDY, etc.

A sources sought was posted on beta.sam.gov to determine if other companies provided a comparable product. The result of the sources sought yielded 2 responses.

DynaTouch was contracted to determine if they authorized 3rd party vendors to maintain the equipment in which they stated that there were no other companies trained to work on DynaTouch Kiosks.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, we will pursue statement of objectives to broaden competition with other products/brands.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
