OHIO ARMY NATIONAL GUARD
Combined Support Maintenance Shop (CSMS) 3990 East Broad Street Bldg #6
Columbus, Ohio 43213
NGOH-LOG-SCD 27 March 2023
MEMORANDUM FOR USPF&O, ATTN: Purchasing and Contract, 2811 West Dublin Granville Road, Columbus, OH 43235-2788
SUBJECT: Brand Name sourcing, Justification for the Combined Support Maintenance Shop
(CSMS)
1. The Combined Support Maintenance Shop (CSMS) is requesting the purchase of a Kardex Remstar Megamat RS350 Automated Vertical Carousel by Brand Name.
2. Justification for purchase of the requested item is based on FAR 16.505(a)(4); this particular brand-name, products, or features is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
3. Risk and Cost Benefit Analyses: Potential level of Impact on Mission: Medium
a. Potential risks of using other products and/or vendor:
1) Integration with current systems already in place may not be optimal.
2) Non recommended/similar products may lack safety and security specifications.
b. Cost benefits for using the recommended products and/or vendor over a similar product:
1) This contract is to continue utilizing and standardizing, Kardex Carousel’s for use in all Surface Equipment Maintenance Facility (SEMF). Currently, 4 SEMF facilities utilize the Kardex Carousel. By standardizing the use of the RSC INC. branded system, not only would it allow for continuity of operator use across all facilities, it would also allow for any future servicing/repairs to be standardized to one system, reducing potential service costs down the line as opposed to having a variety of other vendor products at each SEMF.
2) Contract awardee will provide the service of delivering the automated vertical carousel, installing, and setting the unit up. Making sure that everything complies and operates properly. After the installation is complete, they then provide all the necessary training to the personnel within the supply section, on the proper operation of the carousel for normal situations and during any possible power loss situations.
4. P.O.C. for this action is CPT Joshua Coburn at 614-356-7975 or the undersigned.
