Please read the entire solicitation carefully before submitting your bid. Bids not conforming to the specifications herein will be disqualified and discarded.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and in accordance with procedures described in FAR part 13.1, as authorized by FAR 13.5, Commercial Test Program, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The reference number for this procurement is KAF9K3ECE02084 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-29 & Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20081124. For informational purposes the North American Industry Classification System code is 562213 - Incinerators, nonhazardous solid waste. This is firm-fixed price procurement and will be procured using commercial item procedures. Award selection will be made based on technical acceptability, price, and past performance. The government reserves the right to award this requirement to more than one vendor or only one vendor.

Description: The Contractor shall provide all labor, tools, materials, equipment, personnel and all other services required to provide the following items in support of US Forces Afghanistan:

Determination of Technical Acceptability:

All *OR EQUAL* products will need to meet similar design, operation and performance capabilities. The overall capacity and function must be equal in all aspects. Any *OR EQUAL* proposed products must comply with all US certifications and regulations for products of this nature.

The following specifications are to be considered the MINIMUM specifications:

Refractory Lined Air Curtain Pit Burner Minimum Requirements Burner must be capable of removing a minimum of 15 tons of waste material per day.

Burner system at a minimum contains,

1. Burning Chamber: include minimum 6” thick refractory panels (3000 degree F melt temperature), include clean out doors minimum 9’-0” x 11’-0”.

2. Material Loading Chamber: include minimum 4” thick refractory panels (3000 degree F melt temperature). Include upper chamber doors minimum 15’-0” x 10’-0”. Doors must be automatically opened by air operated door openers, included.

3. Heat Retention Chamber: include minimum 4” thick refractory panels (3000 degree F melt temperature). This chamber must have a 1/2 inch, number 13 mesh expanded screen made of 304 grade stainless on top of it.

4. Include a minimum 36” 6 blade centrifugal fan for over and under fire air powered by a minimum 65 hp diesel engine. The air compressor for the upper chamber doors may also be powered by this diesel engine.

5. Include air compressor and all fire resistant pipe/lines for door operation.

6. Include assembly, operations and maintenance manuals (English).

7. Include delivery to KAF.

All items must be delivered within 120 days of award. Ensure estimated delivery date is provided with submitted quotation.

*PLEASE BID ACCORDING TO THE SPECIFICATIONS. PRODUCT QUOTATIONS

SUBMITTED THAT DO NOT CONFORM TO SPECIFICATIONS WILL NOT BE

CONSIDERED. PLEASE DESCRIBE YOUR PRODUCTS IN AS MUCH DETAIL AS

POSSIBLE. TECHNICAL SPECIFICATIONS OF ALL EQUIPMENT MUST BE INCLUDED

WITH QUOTATION. ANY ACCESSORIES AND PARTS MUST BE COMPATIBLE WITH

PROPOSED INCINERATOR BRAND. ALL QUOTES MUST INCLUDE A DELIVERY

SCHEDULE AND TIME FRAME. ALL ITEMS WILL BE NEW AND IN UNUSED

CONDITION. *

The government requires the list of items above to be delivered FOB destination to Kandahar Air Field, Kandahar, Afghanistan.

The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; Quotes submitted shall contain the following information: Reference number, offeror’s name and contact information, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quotes shall also contain all other documentation specified herein: Technical specifications and capabilities of all equipment. Period of Acceptance for Offerors - The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation.

The following provision FAR 52.212-2 applies: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical capability of the item offered to meet the government requirement

2. Price

3. Past performance (see FAR 15.304)

All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial items, with their offer.

The following clauses are hereby incorporated by reference: FAR 52.211-6, Brand Name or Equal, FAR 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition.

BEING CONSIDERED FOR AWARD. Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1- 888-227-2423. All offerors must complete and return DoD Reps/Certs, 252.212-7000. Offerors shall include completed copy of the Online Offeror Representations and Certifications Application if you are NOT already ORCA registered.
