Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-23-AP-3697

1. Contracting Activity: Department of Veterans Affairs, network Contracting office (NCO) 6 on behalf of the Richmond VA medical Center; PR 2237 # 652-23-3-037-0039.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: NCO 6 intends to award a new, firm-fixed-price purchase order for a brand name Agilent 4150 TapeStation System. Estimated amount: $41,734.23.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement is for a 4150 TapeStation for use in the Research Department for reliable analysis of DNA and RNA samples for up to 16 samples per run.

The 4150 TapeStation system is an economic, low-throughput automated electrophoresis platform for nucleic acid sample quality control assessment. The research department uses Chromium X and NextSeq 2000 to conduct high throughput single cell sequencing on numerous biological samples.

Given that the different biological samples differ in the conditional processing, it is vital to evaluate the quality as well as the quantity of Nucleic acids before proceeding to highly expensive high throughput sequencing. The cost of the reagents and running the machine is ergonomically much cheaper compared to the alternatives in the market and the data analysis is available in 1-2 min per sample.

In addition, the credit card-sized, ready-to-use ScreenTape device carries multiple lanes for separating DNA and RNA samples. Each ScreenTape device has 16 lanes so that each sample is analyzed in an individual lane without any risk of cross-contamination. The individual nature of these lanes assists in minimizing consumable waste.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted by searching VetCert, FPDS, NAC, GSA, and SBA. MR results concluded that Technical Communities, Inc (SB), Government Scientific Source, Inc (SB) and Agilent Technologies (SB) appear capable of fulfilling this requirement.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
