About this file
This document is a single source justification for the procurement of two surgical operating room beds from Steris by the Leavenworth VA Medical Center. The justification cites the need for continuity of compatible attachments and accessories with their current Steris beds, and the risk of incompatibility if procuring beds from another manufacturer. It also notes the beds must function properly for patient and staff safety. The beds would replace twelve-year old models and address recent repair needs. The contracting officer certified the justification is accurate and complete. The related federal contract opportunity is a solicitation by the VA Veterans Health Administration VISN 15 for surgical tables with a response due date not provided.

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Contracting Activity:
Network Contracting Office (NCO) 15, 3450 S 4th Street Trafficway, Leavenworth, KS. 66048
Department of Veterans Affairs, Dwight D. Eisenhower VA Medical Center, 4101 S 4th Street
Trafficway, Leavenworth, KS. 66048
Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Leavenworth VA Surgery Department would like to procure 2 Operating Room Beds for use by all specialities providing care in the operating room. The Steris Beds that are being requested are newer models than what we currently use, the attachments and accessories we have are compatible and it creates continuity and uniformity of operating room equipment.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The requested equipment is a necessity in the operating room and must be working properly at all times for patient and staff safety. The highly technical beds have various built-in safety features and provide instant feedback on conflicting tabletop articulation and how to resolve the conflict. Our current beds are 12 years old and have had multiple repairs done recently. If we bought OR beds from another manufacturer, we would run the risk of spending money for additional attachments and accessories that may or may not fit a different manufactured OR bed. This keeps our attachments and accessories consistent from bed to bed and our providers care consistent regarding the ease of use.
Description of market research conducted and results or statement why it was not conducted:
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
