Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Columbia Health Care System, WJB Dorn VA Medical Center, 6439 Garners Ferry Rd, Columbia SC 29209

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This procurement is for the purchase of 50 Vocera badges, batteries, clips and 3 chargers. The estimated cost of the for the equipment is $34,422.40. The estimated cost for 2 year equipment warranty extension is $7,832.23.
The total cost of the quote is $42,254.63.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Vorcera Communications is a brand-name specific for these badges as well as associated equipment.
Dorn VA Medical center has 4 badges remaining in inventory for distribution to staff. This procurement will replenish exhausted inventory for future requests from in-patient and out-patient areas utilizing Vocera hardware and software. As the VA already has equipment in place, the need for replacement of existing equipment , as well as IT upgrades required for replacing the current Vocera system.
4. Description of market research conducted and results or statement why it was not conducted:
GMP, LLC is contracted with the Columbia VAMC providing communication services via Vocera Hardware and communication Systems. Two SDVOSBs are authorized for capability and this procurement will be posted on GSA eBuy to encourage competion.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3.
