VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-23-AP-5128

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 6, proposed to enter a contract for the Richmond VA Medical Center (VAMC): Purchase Request number 652-23-3-3040-0347.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: NCO 6 intends to award a new firm-fixed price Brand Name Only open market one-time buy, PO for two (2) Tecniplast SealSafe DGM Mouse Cage Rack, two (2) transport trollies and two (2) individually ventilated cage system GM500 cage bodies. Estimated amount: $161,1711.00. Delivery will be no later than 30 days after receipt of order.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Tecniplast SealSafe mouse cage rack and mouse cages have several features that are unique and required by our Research Labs. Currently the Research Lab is solely uses Tecniplast cages, water bottles and water bottle crates for all rodents. The facility has five Tecniplast air handling units directly installed into the HVAC system that only connects to these rodent cage racks to provide individually ventilated caging. This cage rack is designed to fit the Tecniplast air handling units already installed as well as the cage bottles and cage cards currently in use. Other mouse racks would require additional hardware from the company and separate installation to function. The Air handling units only work with Tecniplast caging. Additionally, another brand will require procurement of additional bottles, lids, and cage card holders. The Tecniplast cage racks and cages automatically fits in to the current system being used throughout the facility.

4. Description of market research conducted and results or statement why it was not conducted:

Searched VetCert, FPDS, NAC, GSA, and communicated with the manufacturer concluded that the VA Rule of Two can be met.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
