Description of the supplies or services required, the estimated price/cost, and required delivery date.

The instant requirement is for a respirator fit tester kit to enable the Naval Safety and Environmental Training

Center (NAVSAFENVTRACEN) to provide safe and effective training for service members and civilians in the use of equipment to accurately gauge the level of protection provided by respirators that are used by course participants and others in the field. The fit tester is used to detect and precisely measure air quality, respirator fit, dust exposure and other safety factors in order to protect personnel from airborne particles and other contaminants. The required supply is manufactured by TSI, Inc. and includes the following items:

Item #8048-T Portacount Respirator Fit Tester

Carrying case, AC adapter and universal plug set

Particle generator, filters, probes and hose adapters

Fit Pro Ultra Fit Test Software and tablet, USB adapter, for data recording and analysis

2-year warranty

The estimated cost for the equipment is $16,335.00 and the required delivery date is 30 June 2023.

The requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

The required equipment will replace an aged unit of the same manufacturer to provide updated coverage and protection in response to pre-existing and novel contaminants, in accordance with instructions and regulations of the Occupational Safety and Health Administration (OSHA 29 CFR 1910.134 Appendix A) and Naval

Operations Manual - OPNAV M-5100.23, Chapter B15, for personnel safety. The requirement is for genuine, Original Equipment Manufacturer (OEM) equipment supplied by TSI, Inc. in order to meet the aforementioned safety regulations and testing criteria.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The equipment currently in use is an older model of the instant requirement manufactured by TSI, Inc. The equipment is used by NAVSAFENVTRACEN instructors to train various groups of service members and civilians at different locations. Training must be in accordance with updated regulations and policies that mirror conditions “in the field.” As a result of the COVID pandemic, the fit tester must now accommodate

N95 and other face masks worn during testing. No other fit tester includes this tolerance, which is now considered a critical safety factor. Additionally, the cost to develop a new curriculum and training methods based on different equipment would greatly exceed the cost to purchase the required equipment, in addition to delaying the training schedule.

☒ A patent, copyright or proprietary data limits competition.

The required 8048-T respirator fit tester is manufactured and authorized for sale only by the manufacturer, which sells directly to the public and government entities. The required equipment is highly technical in nature, and proprietary to the manufacturer. While units may be obtained and re-sold by other parties, the only way to ensure authenticity, quality, and warranty is to purchase directly from the manufacturer. Purchase from an unauthorized reseller would introduce unacceptable risk to the mission of NAVSAFENVTRACEN and potentially the health/safety of instructors and other users of the equipment.

☒These are "direct replacement" parts/components for existing equipment.

The requirement is for a respirator fit tester system to directly replace the existing equipment as part of the course required for all Respiratory Protection Program Managers. Training on this equipment is an integral part of the course curriculum in order to ensure compliance with all required OSHA and Navy standards. Introducing different equipment for instruction would require the customer to develop alternate curriculum and training methods that would significantly exceed the cost for this supply and prevent training to accommodate N95 masks as required.
