About this file

This justification document outlines a sole source procurement by the US Coast Guard for a Stratasys Fortus F900 3D printer and supplies from Stratasys, Inc. The procurement includes one Fortus F900 3D printer with an aircraft interiors certification solution package, along with supplies including material options and installation and training. The justification cites 41 U.S.C. 4901(e) as the authority for the sole source award, noting the Stratasys Fortus F900 is the only 3D printer that can utilize ULTEM 9085 resin, the only material certified by the FAA for aircraft manufacturing using 3D printing. The document details market research conducted from July 2019 to January 2021, including an RFI issued in October 2020 which received three responses. The estimated total value of the procurement is provided, along with planned funding in FY2021.

(h) Background information about the requirement:

ALC manufactures prototypes and parts to test feasibility of use (form, fit and function), or due to the non-availability of parts that are no longer manufactured by the OEM or available through their authorized distributors. ALC requires a larger format printer for these items.

3. Description of Supplies/Services.

The Stratasys Fortus F900 with the Aircraft Interior Certification Solutions Package is a 3D printer capable of producing large format prototypes and parts (build envelope 36” x 24” x 36”) as part of the additive manufacturing process.

4. Identification of Statutory Authority Permitting Other Than Full and Open

Competition.

The statutory authority permitting other than full and open competition is 41 U.S.C. 4901(e) as implemented by FAR 13.501(a), “Sole Source (including brand name) acquisitions”.

5. Identification of Exception to the Buy American Act.

N/A

6. Demonstration that the Proposed Contractor’s Unique Qualifications or the Nature of the Acquisition Require Use of the Authority Cited.

The Stratasys Fortus F900 is the only 3D printer found that utilizes ULTEM 9085 resin to 3D print material in a large format. ULTEM 9085 is the only material currently used to manufacture parts for the aerospace industry using 3D printing technology that is certified for use by the Federal Aviation Administration (FAA). The material is not only strong and lightweight, but flame retardant as well. ULTEM 9085 is the only known material meeting the requirements of the FAA’s Federal Acquisition Regulations (FAR) 25.853 which covers aircraft compartment interiors and specifies applicable test criteria. For this reason, ALC has designated UTELM 9085 as the only material to be utilized for the manufacture of parts created through additive manufacturing in ALC Engineering Specification GEN05000.05A.

The material is stable, has a high strength to weight ratio, and does not present any off-gassing properties. The 3D printer is also capable of using other materials for use in non-aerospace additive manufacturing applications should the need arise.

7. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential Sources as is Practicable.

This acquisition is forecasted in the DHS Acquisition Planning Forecast System (APFS), number F2021053409 and can be found at https://www.apfs.gov. Request for Information (RFI) 70Z03821IK0000001 was posted to the Government Point of Entry (GPE) via https://beta.sam.gov on October 26, 2020 with a response date of November 30, 2020.

Three (3) responses were received. The solicitation will state any responsible vendor may submit a quotation; all responsible offers will be considered. If any responses are received as a result of this solicitation, the file will be documented accordingly and the requirement competed among all eligible offerors.

8. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.

Pricing information collected from market research and the previous paid cost was used in the development of the Independent Government Cost Estimate (IGCE) for this requirement. The Contracting Officer anticipates the price(s) will be fair and reasonable based on a price analysis utilizing a combination of price analysis techniques to include comparison of proposed prices to prices found reasonable on previous orders and the IGCE.

9. Description of Market Research.

Market research was conducted in accordance with FAR Part 10 from July 2019 to January 2021. RFI 70Z03821IK0000001 was released to the GPE on October 26, 2020 and closed November 30, 2020. Three (3) responses were received. Market Research further confirmed that Stratasys is the only commercial vendor that meets or exceeds the ALC Engineering Specification GEN05000.05A, Additive Manufacturing of Aircraft Parts, dated January 15, 2021.

10. Any Other Facts Supporting the Use of Other Than Full and Open Competition.

None

11. A Listing of the Sources, if Any, that Expressed, in Writing, an Interest in the Acquisition.

A RFI was released with a close date of November 30, 2020. Three (3) commercial companies responded; AON3D, Rapid Action Group, and Stratasys.

Other than the RFI, no other sources has expressed an interest in this effort. If any are received, the file will be documented accordingly.

12. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.

There is only one responsible source of supply for the required equipment. Every reasonable effort will be made to remove barriers to competition for future requirements. These efforts will include continuing to identify additional sources that may eventually meet the criteria for 3D printers certified by the FAA.

I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.
