About this file
This document is a justification for purchasing Samsung monitors on a brand name basis under solicitation N0018923QR066 issued by the Department of the Navy Naval Supply Systems Command. The justification cites the need to maintain compatibility of form, fit and function with existing Samsung monitors purchased in the previous fiscal year across eleven global locations. Standardizing on the same brand and model of monitor ensures all workstations operate at the same level and speed. Using mismatched monitors would impact support from the centralized IT help desk and increase logistics costs given the worldwide distribution of the equipment. Maintaining a single brand also aims to maximize uptime and minimize maintenance needs for critical ordnance support systems.

☐ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
Currently, NALC is using Samsung S34A654UBN monitors that were purchased in FY22. Although similar monitors can be ordered, components can vary from piece to piece thus causing different computer speeds, lag times, mean time between failure rates, etc. Purchasing the same monitor ensures that all computers are operating at the same level and speed.
NALC operates in a restricted space environment at eleven different geographical locations on planet earth. The monitors being purchased will be distributed across NALC locations and will be used in conjunction with peripheral equipment previously purchased. NALC cannot have mismatched computer monitors for employees; some employees will have up to four monitors on their desk Information technology support for all of this equipment is provided by our IAM located in our NALC spaces in Bldg. 407N at NSA Mech;
Lack of standard equipment, cabling, and brackets results in additional expense, duplicate stocking, and help desk delays when trying to support non-standard, low quality equipment around the world. Low Mean Time Between Failure and increased Mean Time To Repair further exacerbate the logistics support needs and directly impacts in most cases NALC's direct waterfront ordnance support to operating forces.
☐ A patent, copyright or proprietary data limits competition.
☐ These are "direct replacement" parts/components for existing equipment.
