OFOC SOP Revision 11 Original Date: 03/22/11 Revision 11 Date: 02/11/2021 patient to patient, from floor to floor without having to learn a new bed. This also will allow one manufacturer to be able to fix and update any features of the beds at one time. The Bronx VA is looking to have every bed eventually switched to SizeWise brand beds to complete its fleet. Having the same bed throughout the hospital will keep uniformity and continuous patient care without interruptions.
4. Statutory Authority Permitting Other than Full and Open Competition:
( x ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1;

5. ique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
SizeWise Rentals (OEM) has three Service-Disabled Veteran Owned Small Business that are authorized distributors of their products under their FSS schedule, V797D-30024. SizeWise also has a Multi Wide BPA contract, 36C24519A0077. That contract only has the Evolution Expandable beds but none of the other equipment needed with the beds. The SDVOSB vendors are not authorized under the BPA contract yet.
SizeWise Rentals has provided a letter stating that all three SDVOSBs are able to use their FSS contract for pricing. Since this is a brand name request, the vendor will be able to deliver what exactly is being requested at an expected fair and reasonable price.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
An intent to sole source was posted on Beta/Sam. After it was posted I was contacted by all three SDVOSBs that are distributors of SizeWise Rentals. These responses showed that the Rule of Two was met and that this requirement can be set aside and competed to small business for the brand name items.
