About this file

This document is a sole source justification under the Federal Acquisition Regulation Part 13.5 for simplified acquisition procedures for certain commercial items. The Department of Veterans Affairs Network Contracting Office 17 intends to award an indefinite-delivery indefinite-quantity contract on a sole source basis to The Binding Site for a cost-per-test analyzer rental program and associated supplies at the Central Texas Veterans Health Care System. The contract would have a base period and four one-year option periods, with an estimated total value of $REDACTED. The sole source justification is based on The Binding Site being the only responsible source that can provide the fully automated random access instrumentation and full range of FDA-approved reagents, controls, calibrators, and validation materials required to support specified laboratory testing using The Binding Site's Freelite assays, for which there are no interchangeable alternatives due to the lack of an international standard for serum free light chain testing. Market research found no other sources that could meet the agency's needs. The notice of intent to award sole source was posted on August 25, 2023 with a response date of September 1, which received no responses.

A sole source letter provided by the Binding Site states that all diagnostic and monitoring criteria in the ‘International Myeloma Working Group Updated Criteria for the Diagnosis of Multiple Myeloma’, relative to serum free light chains (sFLC) assays, were determined using Binding Site Freelite® assays. Due to the lack of an international standard for serum free light chain testing, sFLC assays are not standardized and are not interchangeable.
