The Department of Veterans Affairs, Network Contracting Office 7, Central Alabama Veterans Health Care System (CAVHCS) in Tuskegee, Alabama is seeking construction services to replace existing emergency generators and associated fuel tanks for Buildings 5 and 90 at the Central Alabama VA Medical Center-East Campus. The estimated project value is $2,100,000.00 with a planned performance period of 450 calendar days from issuance of the Notice to Proceed. The estimated award date is September 15, 2026. Building 5 houses Dietetics Services and is mission-critical, requiring replacement of a 600 kW Kohler pad-mounted generator installed in 1995 (currently in poor condition). Building 90 houses Recreation and Canteen Services and requires replacement of a 150 kW Kohler generator installed in 2005 (currently in good condition). The generators will be like-for-like replacements installed in prefabricated weather enclosures with bollard protection, and electrical services will be landed at existing service entrance points while retaining current system functionality.

The acquisition will be awarded as a sole-source, Firm-Fixed Price contract to Structural Builders Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB), pursuant to VAAR 819.7008. The justification demonstrates that Structural Builders Inc. has proven technical competence and responsibility through successful performance on multiple generator-related construction contracts within NCO 7. Market research using the SBA's Small Business Search tool identified multiple SDVOSB entities certified under NAICS code 236220 in Alabama; however, the contracting officer determined that proceeding with a sole-source award to this responsible SDVOSB contractor is justified and efficient. All negotiations will be documented in a Price Negotiation Memorandum, and the J&A documentation will be publicly posted subsequent to award in accordance with RFO 6.301.
