The 355th Logistics Readiness Squadron requests procurement of Ford Diesel Engines.

IV. Statutory authority permitting other than full and open competition.
FAR 6.302-1, "Only Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements"
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The 355th Logistics Readiness Squadron currently manages maintenance and repair for 355th Fighter Wing motor vehicles as mission allows. Currently, the unit is tasked to repair a 2007 Ford Model F-350 and 2005 Ford Model F-350.
The Government technical experts have stated that the procurement of any brand other than Ford would not properly fit the mechanics of the vehicle and cause operational failure. Therefore, it is in the best interest of the Government to procure only Ford brand engines. Further, it has been determined that the requirements of this acquisition meet the terms of applicability in accordance with Federal Acquisition Regulation 6.302-1(b)(1)(ii), the unique supplies available from a limited number of suppliers with unique capabilities.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
During market research, previous acquisition history for Ford engines were reviewed and found that all solicitations were conducted as full and open competition or as a 100% small business set-aside. In accordance with Federal Acquisition Regulation, the Government will seek to promote competition. Therefore, this will be posted on the Government Point of Entry to obtain as many potential sources as practicable.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Prices will be determined fair and reasonable based on a review of available previous acquisition history and in accordance with other procedures under the Federal Acquisition Regulation.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The Contract Specialist conducted extensive market research which found that there were multiple small businesses that could fulfill the requirement.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in order to meet the customer's needs in a timely manner. The unit makes a priority of developing competition to the maximum extent practicable.
