LE reserves the right to terminate the contract at any point for any reason, and the contractor must handle all data accuracy disputes between joint users and LE regarding the new pole counts.

1.0 GENERAL
1.1 HISTORY
Lakeland Electric (LE) is a department of the City of Lakeland (COL). LE is interested in a Joint
Use Attachment Audit. The last pole audit was completed around 2007.
1.2 DEFINITIONS
1. Attachment(s) - Please see Ordinance 4899 Section 2. A. for the definition.
2. Joint User - a person or organization that has attachment(s) on LE’s pole(s).
3. Licensee - Please see Ordinance 4899 Section 2.E. for the definition.
4. Operating Locations (OPLOC) – static geolocations generated by LE’s GIS and Enterprise
Asset Management (EAM) systems and are utilized to track location and history of assets. Pole and Attachment assets are child relations to the appropriate OPLOC parent.
1.3 EXISTING POLE INFO
As of early 2025 there are approximately 94,430 poles within Lakeland Electric’s service territory, 92,615 of which are owned by the COL, 1249 owned by the FDOT, 1 owned by TECO, and 565 owned by Verizon.
All COL owned poles excluding decorative and aluminum light poles and poles located at the power plant, which is approximating 80,789 will need to be audited.
1.4 EXISTING JOINT USER INFO
There are currently 85,241 Licensee Assets within LE’s system, each Licensee Asset is a joint user that has at least one attachment per pole. LE charges the licensee per pole and not per attachment.
Below are the current known licensees within LE’s system (description included).

2.0 SCOPE OF WORK
The contractor shall provide the following services and requirements:
• Collect all information listed within sections 4.1 and 5.1 below and provide it in an ESRI
ArcGIS file type (shape file or geofile database) and an excel sheet.
• The contractor shall notify each joint user and LE of the new pole counts in batches. The pole count and/or area of each batch shall be determined by the contractor. The joint users shall have
30 days to dispute the new counts upon receipt of them. The new pole count information provided to each joint user shall include the Pole ID and the latitude and longitude of each pole they are attached to.
• The contractor shall handle all data accuracy disputes between joint users and LE.
• Provide a flat rate fee per pole.
• Payment Milestones: After the test run is found to be satisfactory, LE shall pay the contractor the flat rate fee per pole for every batch that has no ongoing disputes and 30 days have elapsed since each joint user was notified.
• LE reserves the right to terminate the contract at any point for any reason.
2.1 TEST RUN
A test run will be performed on the first 250 poles to test the field data collected. The contractor shall provide a high-resolution digital photograph showing the entire pole for each of the first 250 poles. LE will use these pictures along with other data to verify the accuracy of the test run data. If

LE finds the data provided to be unsatisfactory, LE may terminate the contract. If LE finds the data is satisfactory, then the full audit may commence.
3.0 ELECTRIC INFORMATION TO BE PROVIDED BY LE
3.1 POLE INFORMATION
• Pole ID’s with their associated Latitude, Longitude and OPLOC ID.
• Operating Location ID’s with their associated Latitude and Longitude.
• A map of Lakeland Electric’s Service Territory Boundaries.
• Provided in an ArcGIS format.
4.0 ELECTRIC INFORMATION TO BE COLLECTED
4.1 POLE INFORMATION
• Missing Pole ID Tag: OPLOC ID, Pole ID.
• Incorrect Pole ID Tag: OPLOC ID, Pole ID, Pole ID found in field.
• Pole is no longer in the field: OPLOC ID, Pole ID.
• Does not have LE electric equipment attached to pole: OPLOC ID, Pole ID.
• Missing pole found in the field: OPLOC ID, Pole ID found in the field, Latitude, Longitude.
5.0 JOINT USE INFORMATION TO BE COLLECTED
5.1 ATTACHMENT INFORMATION
• Joint User Pole Attachment(s): Joint User, OPLOC ID, Pole ID, Attachment Type (Wired
Communication, Wireless Communication, Camera, etc.), Latitude, Longitude.
• Pole Transfers: old OPLOC ID, old Pole ID, new OPLOC ID, new Pole ID, which Joint Users need to transfer to the new pole.
• Poles that have no attachments and no electrical equipment that are ready to be pulled:
OPLOC ID, Pole ID.

Note: LE charges based upon per pole and not per attachment, therefore each joint user should not have more than one “Joint Use Pole Attachment(s)” per pole.
6.0 SAFETY
6.1 SAFETY HAZARDS
Safety concerns will also be selected accordingly, but here are some basic safety points regarding the job that will be performed.
Slips, trips, and falls (STFs) are common accidents where slips involve losing traction, trips happen when feet hit obstacles, and falls are the loss of balance, often resulting from slips or trips but also from heights or distractions, leading to significant injuries like fractures, sprains, and sometimes fatalities.
Working near roads presents major hazards, primarily being struck by vehicles or equipment, but also includes exposure to hazardous materials (fumes, dust), slips/falls, noise, vibrations, extreme weather, electrical risks, sharp objects, and potential for public aggression, all compounded by fatigue, poor visibility (night/dust/weather), and heavy machinery. Effective traffic control, personal protective equipment (PPE), and clear communication are crucial to mitigate these dangers.
Fallen electrical wires are extremely hazardous, creating risks of electrocution, severe burns, heart trauma, and fire, as they can energize surrounding objects like fences, puddles, and vehicles, even if they aren't sparking. The electricity can spread through the ground (step potential), making running dangerous, and all downed lines, including cable/phone lines, must be treated as live until confirmed otherwise by utility professionals. Always stay far away, warn others, call 911, and do not touch or try to move anything near the wire, especially if it's in water.
