About this file

This justification document approves a sole source contract with Integrated Security Solutions (ISS) of Kalispell, Montana to provide security system repairs and services for the Bureau of Land Management's office in Butte, Montana. ISS designed and installed the proprietary access control system in 2016 and is the only vendor that can service it due to the system's complexity and ISS's role in the Software House service agreement. The services include replacing access control boards, reconnecting the vehicle gate, adding spare parts, reinstalling an IT room door reader, inspecting equipment, and renewing the annual Software House agreement. The estimated value is between $10,000 and $25,000.

SOLE SOURCE (INCLUDING BRAND NAME) JUSTIFICATION AND APPROVAL

FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES

This document sets forth the justification and approval as required by 13.106-1(b)(1) &(2).

1. Contracting agency and activity.

The Department of the Interior, Bureau of Land Management (BLM), Western MT District Office, Butte MT, requests the MT/Dakotas Procurement team, to contract on a sole source (including brand name) basis.

2. Nature and/or description of action being approved.

We currently do not have an operational physical security system at our Butte location. Our proprietary system was designed and installed by Integrated Security Solutions (ISS) of Kalispell, MT in 2016. We do not have a maintenance contract with ISS, but they are the intermediary service provider specified in our Software Service Agreement (SSA) with Software House, our access control system software platform provider. In essence, we are not allowed to work with Software House directly, they will only troubleshoot/update our system working through a certified third party and ISS has fulfilled that role. ISS can provide the necessary supplies and services, without duplication of cost to the Government that is not expected to be recovered through competition. The original source is also deemed as the contractor most likely to fulfill the Government’s needs without creating unacceptable delays. Currently, the office’s security system is inoperable, which creates substantial lapses in security and access alike. Immediate response is fully warranted to correct the current deficiencies.

3. Description of supplies or services.

Restore Power to Building Access Card Readers in Lobby/Public Room

Two card readers located in the front lobby are no longer receiving power and are therefore preventing facility access through the front entrance to the front office/reception area and to the Butte Field Office. The iSTAR Edge board in this unit needs to be replaced.

Reconnect the Wareyard Vehicle Gate to the Security Access Control System https://www.blm.gov/

Our wareyard gate was recently replaced and has not been reconnected to the security system.

The iSTAR Edge board in this unit also needs to be replaced and the box/housing needs to be reinstalled. The remaining hardware is onsite and ready for installation and configuration. Staff are currently having to check out and return a garage door opener every time they enter and exit the wareyard. We also do not have the ability to track the identities of personnel coming and going from the wareyard.

Supply iSTAR Edge Board for Spare Inventory

Provide one iSTAR Edge board for on-hand, contingency inventory should we experience another board failure.

Re-install Access Control on IT Room Door

Re-install access control components that were previously installed on the IT room door were not scoped to be re-installed as a part of our building renovations. The IT room is currently unsecure allowing access to anyone in the building. Card reader/keypad and other system components are onsite and available for installation.

Malfunctioning Strobe Light

Inspect and troubleshoot strobe light over warehouse main door to determine why it is continuously on and repair root cause.

Inspection of Security System Infrastructure - Butte & Missoula Locations

Inspect all access control, intrusion detection, and surveillance system components. Provide the BLM with a report outlining the status of system health, vulnerabilities, end of life equipment, and guidance for corrections and enhancements.

Software House SSA Renewal

Renew the Software House SSA for our security system for the upcoming year.

Estimated dollar value.

$10,000 - $25,000

4. Statutory authority.

X 41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts (1) not greater than the simplified acquisition threshold

____41 U.S.C 1903 – Special emergency procurement authority (applies when in support of a contingency operation as defined in section 101(a) of title 10 or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attack against the United States).

5. Rationale supporting use of the authority stated in paragraph 5.

ISS is the only integrated security vendor in the state of Montana. In addition, the system that is currently inoperable, was constructed with commercial parts, however the design, is proprietary in nature to ISS. Due to this, ISS has a unique understanding as to the complexities of this specific security system. Competing this work on the open market would likely result in exorbitant, unnecessary cost to the government. Any other integrated security vendor would have to charge the government for travel cost being outside of Montana and the cost to study, evaluate, and learn the system design in order to troubleshoot and repair/service the system.

ISS is also the only integrated security system vendor in the State of Montana that has certified employees listed on the Registry of Certified System Engineer ICAM PACS (CSEIP). Professional services involve integrating solutions and helping agencies deploy and operate identity and credentialing systems related to ICAM implementations. Professional services vendors must document their experience deploying policy-compliant ICAM projects in government agencies.

GSA certifies consulting services and labor categories through Special Item Numbers for ICAM or HSPD-12 professional services. The Certified System Engineer ICAM PACS (CSEIP) is a certification for PACS and PACS integration services. It is a required credential to become an approved consultant.

Other information.

Any undue lapse in repair time to this security system presents significant risk to federal personnel and Government assets. This system controls access in and out of the building and monitors for unauthorized entry. The system is also connected to a security monitoring company, which provides alerts to any break-ins. This is a federal level two facility that requires these services at all times.

6. The efforts to identify additional sources including the market research conducted.

Market research conducted indicates that ISS is the only integrated security vendor in the state of Montana. In addition, the system that is currently inoperable, was constructed with commercial parts, however the design, is proprietary in nature to ISS. Due to this, ISS has a unique understanding as to the complexities of this specific security system. There is no market research that can gauge the knowledge of one vendors understanding of another vendor’s proprietary designs.

7. Future plans to permit competition.

Once the current security system has reached the end of its lifecycle the BLM will consider requiring subsequent systems to be more open where various vendors can repair and service them if the market will support such action.

8. The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.

I certify that the facts and representations under my cognizance, which are included in this justification and which form a basis for this justification, are complete and accurate.
