Justification for Other than Full and Open Competition at or Below the Simplified Acquisition Threshold

Project Title: Purchase of SpectraMax L Luminescence Microplate Reader.

I . Identification of the agency and contracting activity DHHS, NIH, NIAID, __VRC_, 40 Convent Drive, Bethesda, MD 20892

A. Project Background

The mission of the Vaccine Research Center (VRC) is to conduct research that facilitates the development of effective vaccines for human disease. The primary focus of research includes:

HIV, Ebola, Influenza… The Virology Laboratory and Vector Core at the VRC seeks to apply Virology biology to the development of an effective HIV-1 vaccine. Towards this end, our goal has been to develop vaccine immunogens that elicit broadly neutralizing antibodies against the virus.

Description of the supplies or services to be purchased: The SpectraMax® L Microplate Reader measures flash and glow luminescence assays in both 96- and 384-well plates. It is upgradeable to include a barcode reader, programmable injectors, and dual-channel configurations for a 2-fold increase for medium throughput. The high sensitivity, low-noise photomultiplier tubes (PMTs), and variable-volume injector configuration make this reader ideal for fast kinetic assays requiring continuous monitoring during injection and measurement.

Identification of the statutory authority permitting other than full and open competition

☐ 41 USC 253(c)(1) a n d F A R P a r t 6 . 3 0 2 - 1 : Only one responsible source

II. Demonstration that the proposed contractor(s) unique qualifications or the nature of the acquisition requires use of the authority cited. (This section is to be completed by the requestor.)

A. Name and address of the proposed contractor(s)

Molecular Devices 3860 North 1st Street San Jose CA, 95134

B. Describe why only the requested supply/service will meet the government’s needs The SpectraMax® L Microplate Luminometer from Molecular Devices offers the sensitivity, reliability, flexibility, upgradability, automation options, and validation tools required by today’s leading laboratories. The reader is ideal for measuring flash and glow assays, including dual luciferase reporter gene,G protein-coupled receptor (GPCR) via aequorin, bioluminescence resonance energy transfer (BRET), and acridinium ester flash assays, in both 96- and 384-well plates. The SpectraMax L reader is upgradeable to dual-channel configurations for a 2-fold increase in throughput for medium throughput and secondary screening laboratories.
