1. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VISN 8 Biomedical Engineering is submitting a one-time request for other than Full and Open Competition for the procurement of service to provide labor, transportation, supervision and parts to repair highly technical medical equipment. Service needed to maintain Epredia devices according to manufacture’s specifications. Contractor must have access to proprietary diagnostic software and parts. Estimated amount is $134,235.00
2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The specific vendor, Richard-Allan Scientific, LLC., owns the rights, and Epredia, who is Original Equipment Manufacturer has given sole authorization to them to service the equipment, and no other vendors have been found who can obtain the necessary FDA approved repair parts for this type of repair. The equipment is specialized, and improper maintenance or calibration could cause misdiagnosis or harm to patients.
3. Description of market research conducted and results or statement why it was not conducted:
Marcket was conducted and confirmed that vendor is the authorized servicer for this equipment.
The specific vendor, Richard-Allan Scientific, LLC., owns the rights or is the equipment manufacture with replacement parts inventories, qualified personnel, access to manufacture maintenance publications and proprietary diagnostic software that is not available to 3rd party vendors.
