JUSTIFICATION FOR OTHER THAN OPEN AND FULL COMPETITION
– SEVEN CORNERS 15B11324P00000069
FCI MORGANTOWN – COMPREHENSIVE MEDICAL
In accordance with FAR 13.106-1(b), FAR 6.302-1(a)(C)(ii), and exemptions at FAR 5.202 (a)(2) the contracting officer has determined that the proposed contract action is for a requirement with unusual and compelling urgency, the Government would be seriously injured financially or other if the agency complies with the time periods specified in FAR 5.203.
This action is for the continuation of medical care for our inmate population. Our Current Comprehensive
Medical Contract expires on June 30, 2024. The Field Acquisition Office (FAO) is currently in negotiations for a new multi-year agreement. FPC Morgantown was advised by FAO to continue services through Seven
Corners until a new agreement is reached with a provider. This will continue continuity of care and also continue to keep our scheduling process streamlined, which will also be a benefit to the inmate population and
Government.

Reference: FAR 13.106-1(b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization).
