About this file
This sole source justification document proposes a firm-fixed-price order between the U.S. Department of Energy's Energy Information Administration and Dow Jones & Company for coal market data and research. The one-year order runs from September 23, 2023 to September 22, 2024 for an anticipated value of $250,000. Dow Jones is identified as the exclusive provider of the proprietary Thermal Coal/Steel Raw Materials Markets & Research product required to model and report on coal market trends and forecasts in EIA's Annual Energy Outlook, Short-Term Energy Outlook, and International Energy Outlook publications. The justification cites Dow Jones' unique expertise and EIA's need for reliable historical coal trade data as reasons for the sole-source acquisition. Market research found no other authorized sources for the proprietary reports.

4. An identification of the statutory authority permitting the sole source acquisition:
The statutory authority permitting the sole source acquisition is 41 U.S. Code § 1901 as implemented by FAR 13.501(a).
5. Determination that proposed unique qualifications or the nature of the acquisition requires use of the authority cited:
Dow Jones is a global provider of critical technical information and related decision-support tools and strategic and operational services. Dow Jones offers highly reliable technical content with deep domain expertise in its focused industries and is the sole author and provider of the Thermal Coal/Steel Raw Materials Markets & Research product. This product is the exclusive and proprietary intellectual property of Dow Jones, which Dow Jones has attested to in their sole-source provider letter dated May 3,2023.
Furthermore, the ability to model and provide commentary and context around fundamental market conditions for coal markets in the AEO, STEO, and IEO will be severely degraded without access to Coal Data. EIA will be unable to reliably update international coal trade price and quantity baseline values for the IEO, resulting in substantial additional analyst effort and reduced defensibility of the resulting projections.
