VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C261-22-AP-6078
1. Contracting Activity: Department of Veterans Affairs, VISN 21, NCO 21, 3230 Peacekeeper Way
Bldg 209, McClellan, CA 95692
Requiring Activity: VA Sierra Nevada Healthcare System (VA Reno), 975 Kirman Ave, Reno, NV 89502
PR# 654-22-4-6092-0217
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VA Reno requires a contractor to remove mold found in the main kitchen dishwashing area and the area directly below in the ceiling of the Pipe Shop. The contractor must also provide sampling services to determine the risk of asbestos exposure.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
As detailed in the market research results outlined below, only one capable source was located who could provide the required services in Reno. Further search for other sources would seriously injur the Government. The existing mold jeopardizes the health and safety of the VA kitchen staff and pipe shop workers; as such, further delay in mold remediation services increases the health risks of VA staff.
4. Description of market research conducted and results or statement why it was not conducted:
Searches in the VA’s VIP database under the keyword “mold” in the State of Nevada resulted in zero SDVOSB/VOSB firms.
Searches through mandatory sources, AbilityOne and UNICOR, revealed that neither source can be utilized for this procurement. Similarly, searches through existing VA contract vehicles did not reveal any available contracts. Searches through GSA eLibrary under keywords “mold remediation,” “mold abatement,” and “mold” did not reveal any GSA schedules available for use.
Searches on the Internet revealed a few businesses in Reno that provide mold remediation and abatement services; however, the companies do not provide testing and analysis services. The companies either subcontract out the work or refer the testing services to another company.
Based on market research results above, the Government doesn’t anticipate receiving two or more quotes from responsible, VIP-verified SDVOSB or VOSBs. As such, the VA’s Rule of Two cannot be met. Furthermore, market research did not reveal a company other than the proposed company who can provide all the required services.

Due to the urgent nature of the mold remediation services, a sources sought notice was not posted on Contracting Opportunities nor were further companies contacted to determine technical capability. It was determined that doing so would jeopardize the health and safety of the VA employees working at VA Reno.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
