About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) that authorizes and approves the issuance of a sole source, firm-fixed-price purchase order for tuition fees for the Institute of Markers of Explosives Safety Analysis for Risk (IMESAFR) training courses.

The requirement is for 23 ATF National Center for Explosives Training and Research (NCETR) Industry Operations Investigators (IOIs) to complete the IMESAFR Course, which provides training as an alternative to the American Tables of Distances for Explosives Storage based on a probabilistic risk assessment tool. The estimated value of the tuition fees is $40,000, with a period of performance of July 23, 2024. The proposed sole source contractor is A-P-T Research, Inc. due to the proprietary nature of the IMESAFR software, which they developed and have exclusive rights to provide training on.
