About this file

This document is a Single Source Justification under the Simplified Acquisition Threshold (SAT) pursuant to FAR 13.106-1(b)(1). It describes the Department of State's need to procure solar-powered electric vehicles (EVs) for the Baghdad Embassy Compound (BEC) in Iraq. The solicitation number is PR12800714, and the requirement is unrestricted. The solicitation will be issued as a Request for Quote (RFQ) with a pricing period starting on the date of posting and ending on 2024-09-20. SINGLE SOURCE JUSTIFICATION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD (SAT)

PURSUANT TO FAR 13.106-1(b)(1)

1. Identification of the agency and the contracting activity:

This is a justification to solicit from a single source for an acquisition being conducted by the Department of State, U.S. Embassy Baghdad, GSO Procurement.

2. A description of the supplies or services required (including estimated value).

The Baghdad Embassy Compound (BEC), Mission Iraq needs electric vehicles with the following specifications:

Solar Powered Electric Vehicle (EV) by GEM e4. After discussions with the General Services Officer (GSO), the solar panels are the key difference maker because of the abundance of sun in Baghdad. They will draw less power from the grid, not require any charging stations, and will place post in a better position to be ready at any moment's notice. This will allow to satisfy the urgent need for reduction of the armored vehicle footprint/usage on the BEC.

3. An identification of the circumstances that preclude competition:

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

☒ Brand-name

4. Supporting information and facts.

Post has a history of EVs that perform well in austere environmental conditions. The Solar Powered EVs by Polaris-GEM has a proven positive track record and does not require as much maintenance as the other electric vehicles. In addition, this option provides cost-efficiency, and is in-line with Post’s cost containment objectives. As a result, Embassy Baghdad has decided to standardize Electric Vehicles fleet to Polaris models.

The practicality that standardization provides for cannibalization and interchangeability of parts between the same make of vehicles alleviates disruption to vital Embassy functions.
