About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) prepared by the National Aeronautics and Space Administration (NASA) through the NASA Shared Services Center (NSSC) Office of Procurement.

NASA seeks to award a sole-source utilities services contract to Mississippi Power Company (MPC) for high-voltage electric service to John C. Stennis Space Center (SSC) and its surrounding Buffer Zone. SSC encompasses approximately 14,000 acres within the Fee Area and serves as the nation's largest rocket engine test complex, supported by a 125,000-acre acoustical Buffer Zone. The required service includes continuous delivery of regulated high-voltage electric power (115 kV or higher) through substations serving the center, encompassing transmission and distribution facilities, metering, and ancillary services such as line extensions, alterations, and technical support. Service will be provided under GSA Areawide Public Utility Contract 47PA0425D0027 and governed by Mississippi Power's tariffs and rate schedules approved by the Mississippi Public Service Commission. The estimated annual usage and contract demand are redacted in the document, with the estimated total value stated as redacted over a one-year period beginning March 2026. The justification establishes that MPC is the only responsible source available, possessing sole statutory authority and exclusive infrastructure to provide transmission-level electric service within SSC's franchise territory. MPC owns and operates a specialized substation and transmission infrastructure specifically constructed to meet NASA's mission-critical facility requirements. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and MPC will be required to submit a proposal for evaluation and negotiation prior to award. Market research was conducted through review of GSA areawide utility contracts. No notice was publicized on SAM.gov or solicitation for competing offers, consistent with FAR 5.101(b)(1)(vi) exception for utility services when only one source is available.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER (NSSC)

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

(JOFOC)

for

Electric Service for John C. Stennis Space Center (SSC) and Buffer Zone (BZ)

1. FAR 6.104-1(a)(1) – Identification of the Agency and Contracting Activity

This document constitutes a Justification for Other Than Full and Open Competition prepared by the National Aeronautics and Space Administration (NASA) for services required at John C.

Stennis Space Center (SSC).

The procuring agency is NASA, and the contracting activity is the NASA Shared Services Center (NSSC), Office of Procurement.

2. FAR 6.104-1(a)(2) – Nature and Description of the Action

This justification supports the use of other than full and open competition to award a sole-source utilities services contract to the Mississippi Power Company (MPC) for electric service for SSC.

SSC encompasses approximately 14,000 acres within the Fee Area (FA) and supports critical infrastructure including administrative, industrial, warehouse, laboratory, and rocket engine test facilities.

Mississippi Power is the only entity with statutory authority and existing infrastructure to provide high-voltage electric power.

3. FAR 6.104-1(a)(3) – Description of the Supplies or Services Required (Including Estimated Value)

The required service is high-voltage electric power provided under the GSA Areawide Public Utility Contract (47PA0425D0027) with Mississippi Power Company. This service includes continuous delivery of regulated electric service at transmission voltage (115 kV or higher) through substations serving NASA’s Stennis Space Center. SSC is the nation’s largest rocket engine test complex, surrounded by a 125,000-acre acoustical Buffer Zone (BZ) that supports safe execution of hazardous and sensitive test operations. The BZ is designated as supporting infrastructure to the NASA Critical Infrastructure (NCI) located within the SSC Fee Area.

Within the FA, SSC operates administrative offices, industrial facilities, warehouses, laboratories, and specialized rocket engine test stands.

Rev.:10/2025

The Contracting Officer has determined that the anticipated cost to the Government is fair and reasonable and certifies that this justification is accurate and complete to the best of their knowledge and belief.

6. FAR 6.104-1(a)(6) – Efforts to Solicit Offers

A notice was not publicized on the Government Point of Entry (SAM.gov) in accordance with FAR 5.101(b)(1)(vi), which provides an exception for utility services (excluding telecommunications) when only one source is available.

GSA Areawide Utility Contract 47PA0425D0027 for Mississippi Power Company is a streamlined procurement vehicle established by GSA under 40 U.S.C. 501 and FAR Part 41. It enables federal agencies to procure utility services within vertically integrated franchise territories.

7. FAR 6.104-1(a)(7) – Fair and Reasonable Cost Determination

The Contracting Officer’s signature on this document affirms that the anticipated cost to the Government is fair and reasonable. Mississippi Power Company will be required to submit a proposal, which will be evaluated and negotiated prior to contract award. A proposal analysis will be conducted to ensure the final agreed-upon price is fair and reasonable.

8. FAR 6.104-1(a)(8) – Market Research

Market research was conducted through a review of GSA areawide utility contracts, which resulted in locating the MPC areawide utility contract.

Accordingly, this requirement meets the criteria of 10 U.S.C. § 3204(a)(1) and FAR 6.103-1.

9. FAR 6.104-1(a)(9) – Other Supporting Facts

No additional supporting facts.

10. FAR 6.104-1(a)(10) – Sources Expressing Interest

A notice of intent to award was not publicized in accordance with FAR 5.101(b)(1)(vi). No other sources expressed interest, as Mississippi Power Company is the only available provider.

11. FAR 6.104-1(a)(11) – Actions to Promote Future Competition

NASA will continue to monitor the market and evaluate alternative solutions or new sources prior to any future acquisitions for similar requirements.
