Text version
Government and have been awarded work due to their prices being fair and reasonable. Post and OBO SME's have gone to great lengths to perform very complete and in-depth market research to include the collection of three price offers from different vendors. Many different options have been researched with several vendors, and Meptek is the cheapest of those offers.
8. A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted.
Post and OBO have gone to great lengths to get multiple comparable bids. They show that Meptek's bid is the cheapest among those solicited. Market survey was completed towards every direction, such as local market, European market, and United States market, however, no better and more affordable offer than Meptek's have been proposed.
9. Any other facts supporting the use of other than full and open competition, This chiller installation is urgent to meet the cooling requirements of the approaching summer season. Post is in jeopardy of not having enough cooling capacity for normal embassy operations if this does not get done in an expedited fashion. Cooling season is fully underway by early July.
Entering cooling season without the Embassy's new chiller installed would force a shutdown of the Embassy. In addition to that, post is already running Emergency backup chiller and even with that, post is barely able to maintain cooling in the winter when cooling load is very low.
Additionally, Meptek has been the only one to confirm their active SAMs registration and provided official quote, which gives a preference for expedited procurement process.
10. A listing of sources, if any, that expressed, in writing, an interest in the scheduling claims services contract.
None.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
Include a statement that this J&A for other than full and open competition will be pul)lished on beta.SAM.gov in accordance with FAR Section 6.305,within 14 days of award (or within 30 days if the J&A is for unusual and compeliing urgency.)
Post ;md OBO have recommitted every effort to ensure that aged and failing equipment will be replaced before the situation requires us to remove fair and open -competition.
