About this file
This justification document outlines the need for a Leica AT-960-LR Laser Tracker System for the Department of Commerce National Institute of Standards and Technology. The justification cites that market research found Hexagon Manufacturing Intelligence, Inc. as the sole source that can meet all the technical specifications, including a measurement range up to 80m with probing range up to 20m, and full compatibility with existing Leica 901-MR and 960-MR systems. A sources sought notice posted on SAM.gov on August 1st received one response from Hexagon, and a subsequent notice of intent to sole source on August 16th received no other responses by the August 23rd deadline. The contracting officer determined the anticipated cost to the government would be fair and reasonable based on comparison to previous purchases and the independent cost estimate.

– 2 – measurement range up to 80m with probing range up to 20m. Also, the Hexagon Manufacturing Intelligence, Inc AT960-LR is fully compatible with the existing Leica 901-MR and Leica 960- MR systems already implemented. Other tracker measurement systems currently on the market are unable to meet the longer measurement ranges with comparable degree of freedom targets while providing seamless integration and compatibility with existing Leica systems in use.

7. A description of the market research conducted (see part 10), and the results or statement of the reason market research was not conducted.
Market research was conducted to identify available sources and to evaluate the availability of the marketplace to meet the requirement as follows:
a. The Subject Matter Expert (SME) spoke with colleagues knowledgeable in the field of study, performed internet searches, and relied on their professional expertise to identify potential sources for the required system, including Faro, API North America, and Hexagon Manufacturing Intelligence, Inc. After communications and review of products offerings from these companies, only Hexagon Manufacturing Intelligence, Inc. was found, by the SME to produce a system that can meet all the technical specifications. The Contract Specialist identified two sources of similar laser type equipment, but after evaluation by the SME, none were found to be capable of the equivalent measurement specifications and possessing the ability to integrate to existing equipment setup configurations without substantial alteration and engineering efforts.
b. A sources sought notice was posted to SAM.gov on 8/1/2023, with a closing date of 8/10/2023. A courtesy email of the sources sought notice was sent with no responses received, except Hexagon Manufacturing Intelligence, Inc.
