JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
During a thunder and lightning storm on July 29, 2023, at approximately 0520 ET, the monument was struck by lightning. In this event a major component that operates the elevator in the monument was affected and rendered the elevator inoperable. Upon inspection from our elevator service contractor, it was determined that the drive unit to the elevator that was essentially “fried” due to the lightning. The drive is a system of components that gives the elevator the ability to operate. To have the operation of the elevator restored it is necessary to replace this drive and then diagnose if any other damage has occurred to other components of the elevator. Anticipated costs are estimated to be $46,000.00 for the repairs.

Explain: A capable elevator company in this locality was contacted and responded to the emergency at PEVI. The company is the only elevator company in the area who can perform the work for the emergency elevator repair in a timely manner due to this lightning strike directly causing the elevator to be inoperable.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Schindler Elevator has been performing annual inspections on the elevator for the past 5 years (base year awarded FY18, plus 4 option years FY19 through FY23) and has been ensuring the elevator is safe for use for each of those FY. Schindler Elevator is the only elevator company in this locality who can perform the work for the emergency elevator repair in a timely manner due to this emergency urgent and compelling situation caused by the lightning strike directly causing the elevator to be inoperable.
