SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION

THRESHOLD

SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

Approval is requested to award on a sole source basis to T&S Solutions, El Salvador for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS

The requirement is to provide services to replace damaged fire alarm components and configure the new devices into the control software at ILEA San Salvador. The estimated value for the entire period of performance is $23,220.85, including options. These supplies/services require that fire alarm repairs and system configuration to be performed. Due to external factors, the fire alarm system us partially damaged and these repairs will allow the Office of ILEA San Salvador to restore the monitoring of the fire alarm and prevent early fires in all buildings of the campus.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

In accordance with Federal Acquisition Regulation (FAR) 13.106-l(b)(l), the Contracting Officer has deemed only one source reasonably available based on the following:

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

The ilea's fire alarm monitoring system is not operational due to damages to multiple devices caused by recent lighting and thunderstorm activity. The monitoring capability is partially available and high occupancy facilities like the Residence Hall are not being monitored while the system is down.

No market research was conducted as the proposed vendor was the installer of the existing system and has the manufacturer's training to perform the required corrective work, device replacements and system configuration (please see attached document).

SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST

TO THE GOVERNMENT IS FAIR AND REASONABLE
