About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) that authorizes the issuance of a firm-fixed-price purchase order for the procurement of Leica BLK360 G2 Laser Scanners, accessories, and customer support plan. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Philadelphia Field Division has a requirement for two (2) Leica BLK360 G2 Laser Scanners, two (2) Field Controller Devices, two (2) GST29 BLK360 Tripods, two (2) GVP735 BLK Mission Bags, and two (2) 1-year subscriptions to the BLK360 G2 Laser Scanner CCP Basic, with a total estimated cost of $51,833.20 and a required delivery within 30 days. The Leica BLK360 G2 Laser Scanner is deemed the only brand that can meet the agency's unique requirements for accurate as-built drawings, point clouds, and 3D BIM models to support the National Response Team's hazardous fire scene processing. The JOFOC cites FAR 13.106(b)(1)(ii), 13.501, and 11.105 as the statutory authorities for limiting sources.

The Brand Name is essential to the Government’s requirement.

The Fire and Arson Investigation Branch (FAIB) supports the National Response Team (NRT), a team of 15 full-time members and an additional 75 to 80 part-time members who respond to hazardous fire scenes under exigent circumstances. The team currently owns, has been trained on, and utilizes three (3) of the Leica BLK360 G2 scanners. For safety and consistency, it is required that this purchase be of the same brand and model.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.

We have compared other vendors and found that the Leica scanner delivers the most accurate as-builts, point clouds, 2D CAD drawings, and 3D BIM models. These unique qualifications expedite fire and explosive scene processing with the most accurate depiction. In the NRT’s experience with Leica, we have found that the product, product support, and integration with the GSA purchasing process has been exceptional. Hexagon/Leica also conducts business with other federal agencies and their preferred vendor.
