About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for the purchase of X-ray generator equipment upgrades by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
The ATF requires the purchase of Golden Engineering XR150 20V x-ray source generators to upgrade its existing SmartRay Vision portable x-ray systems used by its Bomb Technicians. The total estimated value of the requirement is $90,200, which includes the x-ray kits, collimator filters, and shipping. ATF has determined the Golden Engineering XR150 20V as the only compatible x-ray generator that meets its operational needs and integrates seamlessly with the existing SmartRay Vision system. The required delivery date is no later than 90 days. This is a brand-name justification under the Simplified Acquisition Threshold authorities. The contracting office is the ATF Office of Management - Acquisitions Management Division.

The Brand Name is essential to the Government’s requirement.
ATF currently utilizes the SmartRay Vision system as its only portable x-ray system. The Golden Engineering XR150 20V x-ray source generator is the only compatible x-ray generator for the SmartRay Vision system currently employed by ATF Bomb Technicians. This action is for the purchase of upgraded X-ray source generators (from 12-volt systems to 20-volt systems) required by the recent upgrade to the SmartRay Vision System utilized by ATF Bomb Technicians. The Golden Engineering XR150 20V x-ray source generators are designed to integrate seamlessly with the SmartRay vision system equipment already in service.
ATF’s Certified Explosives Specialist (CES) Bomb Technician Program has a requirement to maintain portable x-ray systems based on the National Bomb Squad Commanders Advisory Board – National Guidelines for bomb squads. This equipment provides the bomb technician with the ability to x-ray suspect improvised explosive devices in order to identify the fuzing, firing and functioning of the device thus providing a higher degree of safety to the technician and the public.
5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.
ATF’s Explosives Enforcement Branch has invested in previous purchases of these units and in testing, training, and field deployment we have found them to be reliable and fulfill our mission requirement more effectively than any other x-ray generation system we have in our current inventory or in others we have tested on a loaned basis. These new x-ray generators have a larger battery with more capacity that will allow for longer more efficient usage. The older 12v systems use a power supply designed by DeWalt Power tools. These 12v batteries are now obsolete and have been replaced by the 20v batteries. Further the recent upgrade to ATF’s SmartRay Vision portable x-ray system require an advanced battery system used by the generator to maximize the use of the digital x-ray panel.
The XR150 weighs just over 2 kgs yet is capable of penetrating over 15 mm steel, making it ideal for use in remote locations and special events. The XR150 is 35% smaller than the next larger unit, the XR200, allowing for ease of transport and storage. Multiple connection points allow operators to use various fasteners to attach the XR150 to belts, zippers, or packs.
The new 20V model has 50% more penetrative capability than the 12V predecessor.
ATF’s Explosives Enforcement Branch has previously invested and issued 55 x-ray systems to Bomb Technicians in the field. The training for these units has already been developed and given to ATF Bomb Technicians. To maintain consistency in training, ensure success, and increase safety in operational deployments, ATF needs to purchase the upgraded 20V x-ray generation systems.
The Golden Engineering XR150 20V x-ray source generators have been evaluated by ATF and determined to be the only system that meets our operational needs. We have evaluated all known x-ray systems currently on the market and the Golden Engineering brand & models chosen are the only ones that offers ATF the ability to use fully digital panels remotely and wirelessly with the current SmartRay portable x-ray panel currently utilized by ATF Bomb Technicians. This system is used for diagnosing hazardous devices & objects for render safe procedures and disassemblies. The size of the unit makes it extremely portable and able to be used in a tactical environment. The proprietary software offered with SmartRay systems allows for them to be used exclusively with the Golden Engineering x-ray source. Due to this, no other brand/model would be acceptable. The Golden Engineering X-ray XR150 20V system comes with the x-ray source generator, 2 each 20V batteries, cables, and battery charger.
