About this file
This justification for other than full and open competition (JOFOC) seeks approval for a sole source contract with Pendar Technologies for a Pendar S010-VH Field Lab Accessory kit. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to issue a firm-fixed price purchase order valued at $30,000 to Pendar Technologies for the accessory kit, which allows the agency's six existing Pendar X10 handheld Raman spectrometers to analyze explosive substances in glass vials. As the maker of the Pendar X10, Pendar Technologies is currently the only source that can provide a compatible accessory kit to analyze samples in this manner. Interested parties may identify their capability to the ATF by February 5, 2024, but the agency will determine whether to conduct a competitive procurement based on responses received. The JOFOC cites authority under FAR 13.106-1(b)(1)(i) to solicit from a single source due to Pendar Technologies' unique qualifications as the manufacturer of the required accessory kit.

Background: In the current environment that requires Explosive Ordnance Disposal/Public Safety Bomb Technicians to increasingly respond not only to Improvised Explosive Devices (IEDs) but to clandestine laboratories where explosives and/or other illegal substances (ie:
HME’s, narcotics, other weaponized agents) are being produced, or suspected of being produced, it is imperative that these personnel have the ability to rapidly analyze and identify the unknown product. The requested technology provides the ability to accomplish this identification by utilizing glass sample test vials in the field.
After thorough market surveys it is my conclusion that there is not an equivalent product available through any other US Vendor at this time that is compatible and will work with the Pendar X10 handheld unit.
Description of Requirement: The Pendar S010-VH Field Lab Accessory kit will be used in conjunction with the existing inventory of Pendar X10 instruments to train US Military EOD Technicians and Law Enforcement Bomb Technicians how to rapidly analyze and identify unknown substances when processing homemade explosives manufacturing scenes.
Estimated Value: $30,000.00
Required Delivery Date: 60 days ARO.
