1. Nature and/or description of the action being approved.
a. Acquisition purpose and objectives.
The purpose of this acquisition is to purchase JWELD proprietary software. The software is needed to maintain core modeling capabilities within the Reactor Engineering Branch in the Office of Nuclear Regulatory Research (RES/DE/REB).
b. Project background.
This software tool is the successor to the MORFEO software tool purchased by RES/DE/CIB (now REB) in 2019. Since that initial purchase, MORFEO was first sold to GE Additive, and then sold to JSOL and renamed JWELD. This acquisition is to bring back the capabilities and tools acquired as MORFEO in 2019. The MORFEO software licenses expired because of NRC IT migrations within the Office of Researches High Performance Computing, Government Cloud (RESGC) system, and the only way to regain access to the capabilities of the MORFEO tool purchased in 2019 is to upgrade it to its successor JWELD and purchase an annual maintenance contract. This acquisition will achieve this purpose.

Welding and Crack Modeling with JWELD
b. Project description.
JWELD software will provide RES/DE/REB with the capability to model welding processes and cracking within engineering components. This is part of the core capabilities that RES/DE/REB must maintain to be able to perform research-related analyses as part of responding to user need requests from NRR and NMSS, including on work related to ANLWRs.

4. Description of the proposed contractor(s) unique qualifications to provide the required supply or service.
NOMASYS and JSOL distribute JWELD, a unique software tool to model welding processes and cracking using fine elements and extended finite elements. JWELD contains the welding and cracking modules as part of the same tool. In addition, the welding processes that can be modeled are not limited to a single type of welding:
they encompass a wide range of welding techniques used in the nuclear industry.
The JWELD solver developed by GeonX (now NOMASYS) allows for a unique large scale parallelization scheme and does not require other finite element solver tools to be used to solve the problems developed. This is an advantage because mainstream finite element solvers such as ABAQUS or ANSYS require more license tokens to be purchased in order to use more processors, but JWELD does not require additional licenses to use more processors for parallel computing, which is the unique feature that makes JWELD the only known candidate for a computationally efficient welding and cracking simulation. Many commercial weld and fracture modeling tools rely on ABAQUS or ANSYS to perform their calculations, but JWELD provides its own solver. As such, the JWELD solver will allow the agency to be able to independently benchmark results obtained with current RES/DE/REB tools.
As a result of the unique capabilities of the JWELD software outlined in this section, it is the only software that has the technical capabilities to meet the NRC’s current needs.
5. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a FedBizOpps notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.
A synopsis of intent will be posted on FEDBIZOPPS in accordance with the FAR 5.203
6. Description of the efforts made by the Contracting Officer (CO) to determine that the cost/price of the contract/order is fair and reasonable consistent with FAR 8.404(d) or 15.406-2.
The Contracting Officer will perform price analysis and will only award a purchase order if the price is fair and reasonable. The Contracting Officer will utilize historical and published commercial pricing information (if available) to assist him in making that determination.
7. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.
For the initial acquisition of MORFEO, RES/DE/CIB (now RES/DE/REB) contacted and obtained information from GeonX and from Quest Integrity USA, LLC. The tools offered by Quest Integrity USA, LLC were only graphical user interfaces for ABAQUS, a tool that RES/DE/CIB already possesses, and thus did not meet the requirement of being a new modeling tool.
In 2023 market research was performed to determine if any software currently on the market that provides similar or equivalent capabilities to the JWELD software.
Multiple welding software products were identified and evaluated including TRANSWELD from Transvalor, Simufact Welding from Simufact, and SORPAS from Swantec. Other welding related software was identified but do not provide similar functionality to JWELD. TRANSWELD and Simufact both provide similar functionality to JWELD regarding modeling stresses and strains in welds, but modeling crack formation and evolution was no identified as part of their capabilities. Sopras is not a good replacement for JWELD as it focuses on spot welds and does not account for other types of welding processes. Overall, the review of these currently available software products revealed that none of them provided the unique capabilities that are provided by JWELD software.

a. AMD will closely scrutinize future requests for renewal of JWELD software and will ensure that any restrictions to competition are adequately supported and documented.
