About this file

This is a Justification and Approval form for other than full and open competition for simplified acquisitions over the micropurchase threshold under FAR Part 13.106-1, dated 02/27/2026.

Mount Rushmore National Memorial seeks to procure new ground radar and drone detection equipment to replace existing units and add five new site coverage locations in a closed area to detect unauthorized intrusion. The specific equipment required includes SN-RDID-2-US Remote Drone ID Wifi and Bluetooth units and four SP-CK5-CE 2.0 Spotter Global Ground Radars, which are compatible with proprietary software currently in use at the Park. These units are part of the physical security infrastructure at MORU and the information is not for public release. The acquisition is justified as a sole source procurement under the "only one responsible source" criterion. Spotter Global, located at 720 Timpanogos Parkway, Orem, UT 84097, is identified as a reputable, approved vendor with the necessary inventory and quick turn-around capability to meet the coverage requirements. Market research confirms that Spotter Global is one of the only vendors with stock of these specific equipment models available for acquisition. The contracting officer (Jarrod Brown) and Administrative Officer (Anthony Cappel) signed the justification on 3/19/26, with approval from Katherine Bernard as the Warranted Individual 1 Level Above Contracting Officer. Fair and reasonable pricing will be determined using price analysis techniques in accordance with FAR Part 13.106-3(a).
