JUSTIFICATION FOR OTHER THAN FULL
AND OPEN COMPETITION
1. AGENCY AND CONTRACTING ACTIVITY (FAR 6.303-2(b)( 1)).
Department of the Interior (DOI). Bureau of Land Management (BLM), Utah (UT) State Office, 440 West 200 South, Suite 500, Salt Lake City, UT 84101
2. NATURE/DESCRIPTION OF ACTION(s) (FAR 6J03-2(b)(2)).
The BLM, Utah (UT) State Office, 440 West 200 South, Suite 500, Salt Lake City, UT 84101, utilizes InOutBoard.com’s standardized system to check in\check out field personnel, fleet, and conference room reservation system for use in all BLM UT offices. This system is utilized for BLM offices throughout the entire state of Utah, consolidating systems and allowing broad interface. This product meets the IT security and Configuration Management requirements for such a system.
3. DESCRIPTION OF THE SUPPLIES/SERVICES (FAR 6.303-2(b) (3)).
In FY2016, the InOutBoard system replaced several custom databases in the State reducing resources needed to maintain and manage resource reservation and employee work status. The system provides queries, calendar views and reports for all districts and the State Office.
The estimated expenditure for the lifetime of this contract is expected to be $31,150.00
4. IDENTIFICATION OF STATUTORY AUTHORITY (FAR 6.303-2(b) (4)).
The statutory authority that will be used is 41 US C 253(c) - Only one responsible source and no other supplies or services will satisfy the agency requirements as outlined. This is a sole source acquisition.
5. DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS (FAR 6 303-2(b ) (5))
A) InOutBoard LLC has customized a check in\out system along with a resource reservation system to meet UT BLM’s unique needs. The reservation system has been utilized for BLM – Utah for 5 years.
Critical customizations include:
1. The division of resources based on locality already exists
2. Very detailed level of defined user permissions already exists
Using a company other than lnOutBoard LLC would require BLM Utah's customized setup be rebuilt and duplicated. No other vendors were found to meet our specific needs. InOutBoard standardizes and improves our business process without adding another layer of complexity.
B) The cost savings cannot be matched by any other company this system is already designed for use by the BLM and has the ability to be customized as needed. Purchasing an annual security certificate with another company to insure the secure transmission of data over the internet would be an additional $1,200.00 per year.
C) InOutBoard meets BLM custom IT security standards for secure transmission of data, account permissions and login security criteria are met by the lnOutBoard LLC. The InOutBoard system provides secure logon from locations outside of the BLM network, which is necessary for other agencies to access the system.
D) InOutBoard security levels maintain the confidentiality of information based on detailed user account permissions.
The detailed user account permissions restrict who can change or modify the system, insuring that data integrity is maintained. The InOutBoard offers the flexibility to add other resource types for BLM use as necessary without offering the same options to outside agencies. Other companies cannot offer the same levels of user account role-based security.
E ) InOutBoard has been implemented systems in other states with little to no training required and has been proven to be successful under these circumstances.
6. FEDERAL BUSINESS OPPORTUNITIES AND ELECTRONIC COMMERCE FOR POTENTIAL SOURCES (FAR 6 303-2(b)
(6)) Publication of a notice of intent is required if the action is expected to exceed $25,000.00. Notice of Intent to Sole Source will be published on SAM.gov.
7. DETERMINATION OF FAIR AND REASONABLE COST (FAR 6 303-2( b)(7) )
The estimated cost for the continued use of this system is $31,150.00. There will be no training costs associated with the continued use of this software.
8. DESCRIPTION OF MARKET RESEARCH (FAR 6 .303-2( b)(8))
IT requires standardized software when possible. Because this product has become a standard product in the BLM and can only be procured from the vendor who hosts the application, no other market research was performed.
9. ANY OTHER SUPPORTING FACTS (FAR 6 303-2(b)(9))
N/A
