8(a) Competitive IDIQ for Minor Repair

1. The bid date is 1/7/2011. Can we get an extension?

1. Bid bond is required. The bid bond is based on the size of the contract. What is the potential size of the contract in dollars?

JFKC Response Please see Solicitation Amendment No.1. Bid Bonds are not required.

1. Performance and payment bonds are allowed. If contract is less than $100,000.00 is performance and payment bonds required?

JFKC Response Performance and Payment bonds will be required at the task order level. Please see the Solicitation Amendment No. 1 .

1. What is the approximated size of each task order in dollars?

JFKC Response Please see the Solicitation Amendment No. 1, Section C, paragraph #2.

1. In the cost matrix, the dollars proposed are indicated as one time cost per project. Is this per task order or contract year?

JFKC Response Please see the Solicitation Amendment No. 1, Line Item revisions.

1. Item #5 in the cost matrix is total salaries for employees and consultants required. This is a one time cost per project. How can this be determined in advance without a scope of work for the task orders?

1. Item #7 in the cost matrix is any miscellaneous tools or materials required for project. This is a one time cost per project. Again, how can this be determined in advance with a scope of work for the task orders?

1. Item #9 in the cost matrix an allowance for temporary protection and concealment of construction activities as may be required by owner. This is a one time cost per project. Again, how can this be determined in advance with a scope of work for the task orders?

1. Item #10 in the cost matrix is any other general conditions not listed above. This is a one time cost per project. Again, how can this be determined in advance with a scope of work for the task orders?

1. Is there a wage determination associated with this solicitation?

JFKC Response Please see the Solicitation Amendment No. 1, Section J Attachments. Davis Bacon wage rates will apply to all task orders.

1. There is not an item in the cost matrix for tradesmen. Should this be included in item #5 of the cost matrix? Each task order may require different trades and not all trades. Also labor hours to accomplish each task order can vary greatly from task order to task order. How can this one-time cost per project be determined accurately with the aforementioned unknowns.

1. Has this contract been previously awarded to an 8(a) business, which is still in the program?

JFKC Response The 8(a) IDIQ Minor Repair Program has previously existed, but will expire in September 30, 2010.

1. Are we awarding one contract or multiple contracts under the 8(a) program?

Multiple awards may be awarded under this contract.

1. Is there special consideration to Service/ Disables HUB ZONE?

JFKC Response No.

1. Is it mandatory to submit a Bid Guarantee?

JFKC Response Please see the Solicitation Amendment No. 1, Section L, paragraph L.4 for Proposal Content.

1. Is this a project requirement to have a GSA Schedule?

JFKC Response No.

1. What is the maximum single job that can be awarded? What is the Minimum?

JFKC Response Please see the Solicitation Amendment No. 1, Section C, paragraph #2.

1. What is the maximum amount of total work that can be awarded in one year?

JFKC Response The total maximum award amount is in accordance with FAR Part 19 is $4.5 Million for Competitive 8(a) procurements.

1. What is the term of the contract? Annually renewable?

JFKC Response Please see the Solicitation document, Section F, paragraph F.1.

1. What are the bond requirements? Are Task Order's bonded individually or is one bond required for all?

JFKC Response Please see the Solicitation Amendment No. 1, Section C, paragraph #2.

1. What's the term of the bond - is it annually renewable at the option of the surety or only the owner?

JFKC Response Please see the Solicitation Amendment No. 1, Section L, paragraph L.4 for Proposal Content.

1. Are there any Bid bond specs?

JFKC Response Please see the Solicitation Amendment No. 1, Section L, paragraph L.4 for Proposal Content.

1. What are the requirements for the Bid Bond? Is it to be based on a sample project?

JFKC Response Please see the Solicitation Amendment No. 1, Section L, paragraph L.4 for Proposal Content.

1. What is the estimated annual contract amount?

JFKC Response Please see the response for items #19.

1. What is the anticipated size range of each individual task order?

JFKC Response Please see the Solicitation Amendment No. 1, Section C, paragraph #2.

1. Are the General conditions pricing to be provided, to be based on a sample project?

Yes.

1. The response date on the past performance questionnaire is September 24, 2010. Is this an error and can the questionnaires be sent before the proposal due date/time?

Please see Solicitation Amendment No. 2.

1. The solicitation requires a bid bond per SF 1442. Since the pricing structure for this project is on an IDIQ based approach, what price should the bid bond be based on? Typically in responding to such solicitations a bid bond is required on each task order.

Please see the Solicitation Amendment No. 1, Section L, paragraph L.4 for Proposal Content.

1. On the Task Order Sample (Attachment J.1), The Summary of Work (Section 2.1) refers to “attached sketch A-1”. This sketch does not appear to be included with the other attachments. Will this sketch be provided?

JFKC Response Please see the Solicitation Amendment No. 2.

1. On the same Task Order Sample, under Kennedy Center Responsibilities (Section 9) it states that the Kennedy Center shall (A.) Assign a primary point of contact with whom the contractor would work with to ensure proper coordination of the work. And (B.) Provide the contractor with Kennedy Center protocols as it relates to parking, security procedures, emergency contacts, and other pertinent information as needed. We need this information to prepare the appropriate proposal documents (Technical Approach, Safety Plan, Transition Plan and Quality Control Plan). Will this information be provided?

JFKC Response Parking protocol:

1. No on-site parking is allowed. Contractor vehicles illegally parked on-site will be ticketed and towed at Contractor’s expense.

2. Pay parking for employees of Contractor may be available in the Kennedy Center garage. See Section H for parking clause

3. Contractor shall, if necessary, provide off-site parking and transportation to and from the site for Contractor personnel. All costs related to Contractor parking and transportation is the responsibility of the Contractor.

Security procedures:

All related security procedures are shown in section 12 of the sample Task Order.

Emergency contact:

Emergency contact will always be the assigned by the Contracting Officer’s Technical Representative.

1. There is a requirement in the Proposal Content (Section L.4 B.1) for offers to submit a completed SF 1442 (Solicitation, Offer, and Award). Is this something we need to submit with the proposal? If so, which sections are we required to fill out?

JFKC Response Yes. L.6 of the Solicitation documents provides “Instructions to Offerors.” Also, please see the Solicitation Amendment No. 1, Section L, paragraph L.4 for Proposal Content.

1. There is a requirement in the Proposal Content (Section L.4 B.2) For Representations and Certifications (Section K). But there is no Section K in the amended solicitation. Are we to use the Section K from the previous solicitation? Do we need to submit our reps and certs if they are filed electronically on the ORCA website?

JFKC Response Yes, and Yes, offerors should provide a copy of Reps and Certs with proposal, per Section L.4.

1. Among the Attachments to the proposal are these documents:

JFKC Response Please see the Solicitation Amendment No. 1, Section L, paragraph L.4 for Proposal Content.

1. Could you please advise if the IDIQ contract will require Performance & Payment Bonds on a per-task-order basis or will one set of P&P Bonds cover the entire IDIQ contract?

Performance and Payment bonds will be required at the task order level. Please see the Solicitation Amendment No. 1.

1. Is there an incumbent contractor performing these services currently?

No.

1. What is/are the project minimum and maximum dollar values for the smallest and largest anticipated project/service?

JFKC Response Please see the Solicitation Amendment No. 1, Section C, paragraph #2.

1. The revised bid form attachment B.1 does not identify a location to fill in the cost for the Caulking and or grouting.

JFKC Response Specifically, these costs would be priced as other direct costs for the sample task.

1. Should we write it in at the bottom of the page or do you intend to reissue another bid form in another addendum.

JFKC Response Please see the response for item#38.

1. Can the bid Due date be extended another week please?
