Statement of Work
Wetlands Acadian Cultural Center Audio Visual Upgrade and Replacement
PMIS 319625
1.0 GENERAL
The Wetlands Acadian Cultural Center (WACC), part of the Jean Lafitte National Historical Park and Preserve, has made it its mission to interpret the cultural and natural history of the Mississippi River delta region and make that history accessible to the Thibodaux community.
2.0 SCOPE
The intent of this contract is to repair, replace and update the audiovisual needs of the Wetlands Acadian Cultural Center of Jean Lafitte NHP&P, repairing existing hardware and making technological updates where necessary due to outdated technology. The existing system was installed ten years ago and needs upgrade and replacement. The work will target two portions of the Wetlands Acadian Cultural Center, the Large Theater, and the small theater. The large theater is used to for theatrical performances, concerts, computer presentations, and films for groups of approximately 200 guests. The small theater is used to show park films and computer presentations to audiences of 40 and under. The antiquated system needs updating with new technology. The result of this work will serve to modernize the existing hardware and utilize modern AV innovations.
3.0 REQUIREMENTS
1. The Contractor shall furnish all supervision, labor, materials and equipment necessary to accomplish the work of this contract.
2. The contractor is responsible for field-verification of any measurements and drawings that are provided by the government that indicate quantitative or dimensional data.
3. The contractor shall follow all the Park’s policies, procedures and guidance with regard to performing work activities on federal lands.
4. Location of Work:
Wetlands Acadian Cultural Center Percy Lobdell building, 314 St. Mary Street Thibodaux, LA
5. All work conducted in association with this contract shall meet or exceed industry standards with regards to the use and selection of materials and the methods utilized to accomplish each task.
6. The contractor shall be responsible for moving any fixtures, furniture, and supplies out and back into the project area in a timely manner.
7. Aisles, passageways, alleyways, entrances or exits to fire protection equipment must be always kept unobstructed.
8. All work is warrantied for one year from project acceptance and will include a warranty of all labor and materials.
4.0 WORK TO BE PERFORMED
A. The contractor will provide staff with an easy to use “how-to manual,” stipulating basic operations, trouble-shooting guide, and maintenance protocols for all new technologies installed.
B. The contractor will remove all existing equipment and dispose of all antiquated and nonfunctioning equipment. All equipment will be replaced with new and upgraded equipment.
C. The contractor will ensure the new installs match the existing hardware/woodwork so that the work is visually consistent, matching paint colors where needed, ensuring hardware matches, holes are filled, etc., as detailed by final inspection from the COR.
D. The contractor will install a like size or larger screens or displays. The contractor will switch to newest, best, and most energy efficient technology mounted to either the theater area wall or from the ceiling, as decided upon by the government’s Contracting Officer Representative (COR). Contractor will replace Screens/Display with upgrade version of like or better screen size.
E. The contractor will ensure the theater wall port/rack input at each site is compatible with the following input sources: digital files-mp4 files, iPhone and Smart devices, and HDMI input.
F. The system shall be operated by non-technical staff year-round. The contractor shall provide two identical tablet touch screens for both large and small theater. One tablet shall be mounted in a holder on the equipment rack that provides continuous power and allows it to be released. The second tablet shall be unmounted. The contractor shall configure the system to turn itself on and off daily, at times set by staff via the tablet touchscreens. All video, audio and lighting functions shall be controlled by the touchscreen tablets.
G. The contractor shall ensure that the unit will be installed such that appropriate operating temperature is achieved, with the necessary intake/exhaust cooling solutions.
H. The contractor will install and replace speakers, inputs and outputs throughout system.
I. The contractor will provide 2 sets of audio description equipment for Park Film. One for large theater, and one for small theater.
J. Contractor will have test day where system is used to ensure it is operating correctly. After one day of successful operation as accepted by the COR, the contractor will provide a two hour training for up to four (4) Park Staff in operation and simple trouble shooting of the system.
K. Site Future Function –
a. Wetlands Acadian Cultural Center-Thibodaux
i. Small Theater-
1. This room functions to primarily play park films, with occasional PowerPoint and smart device usage. The room will provide audio and video playback through at least 43” optimal upgraded Smart TV and speakers. The room shall:
a. All user interface shall be via the touchscreen tablets (Quantity 2)
b. Screens on Touchscreen shall include:
i. A homepage with on and off lighting controls
ii. A subpage to select NPS park films that are in mp4 with CC and Audio description. In auto mode each show shall have light dimming at the beginning and end of each showing.
iii. A subpage for manual mode that provides start and stop icons for each show.
iv. A subpage to select video source
v. A subpage to control TV source controls
vi. A subpage with light dimmer controls
vii. A subpage to show volume controls.
viii. A subpage to set the system clock
ix. Media sources and inputs shall include HDMI, mp4, and an connectivity for apple/smart devices.
x. The system should be designed that NPS park films may be started from front desk and control panel. The front desk is in another room
xi. The system shall provide contact closure of the existing lighting system. (Contact closure)
xii. After a period, the touch panel will go into sleep mode. This will have no effect on current activities of the system. To wake up the panel, press anywhere from the setup menu.
ii. Large Theater – Current Projector is 42 feet from on stage screen
1. The large theater is used as a movie theater, live performance theater, music performance venue, and speaker and presentation venue. There are five single gang 3-pin female wall connector on large theater walls and stage for live performances. Ability to select NPS films as well as alternate films and sources for touchscreen control. The theater needs to also provide sound for live theatrical performances, with sound coming only from stage front not surround sound.
2. All user interface shall be via the touchscreen tablets (Quantity 2)
3. Screens on Touchscreen shall include:
a. A homepage with on and off lighting controls
b. A subpage to select NPS park films that are in mp4 with CC and Audio description.
c. A subpage for manual mode that provides start and stop icons for each show.
d. A subpage to select video source: HDMI, mp4, and/or apple and smart devices
e. A subpage with PA volume controls. For each of five microphones, and controls for wireless mic/earset mics. Control shall include on, off, volume and mute, overall program volume, volume default preset, and mute.
f. A subpage to show volume controls.
g. Media sources and inputs shall include HDMI, mp4, and connectivity for apple/smart devices.
h. After a period, the touchscreen will go into sleep mode. This will have no effect on current activities of the system. To wake up the panel, press anywhere from the setup menu.
4. Contractor shall install new speakers in the theater.
5.0 WORKING HOURS
Available Work Hours: Tuesday-Saturday, 7:00 a.m. – 4:30 p.m. only. A proposed service schedule shall be developed by the contractor and approved by Contracting Officer's Representative (COR) prior to any services being performed. No work shall be performed during observed Federal Holidays.
The ten (10) Federal Holidays observed are:
New Year’s Day - January 1st Martin Luther King's Birthday - 3rd Monday in January Presidents Day - 3rd Monday in February Memorial Day - Last Monday in May Independence Day - July 4th Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veterans Day - November 11th Thanksgiving Day - 4th Thursday in November Christmas Day - December 25th
6.0 SAFETY REQUIREMENTS
1. The contractor shall enforce an effective accident prevention program and provide for a safe and healthful environment for all contractor employees.
2. The contractor and their employees shall comply with all Occupational Safety and Health Administration (OSHA) standards at all times.
3. The contractor is responsible for helping to safeguard the project site as work is being performed. Appropriate signs, warning devices, and barriers shall be used as appropriate to protect the public, government and contractor employees.
4. The Contractor shall ensure that all reasonable precautions are taken to protect the public in the areas where work is being performed.
5. The Contractor shall immediately report to the COR any potential hazards found by his employees on the project.
6. The Contractor shall not allow any persons, except employees, into work areas that are not otherwise open to the public; nor shall the Contractor transport in Contractor work vehicles any persons, except employees, during times the Contractor is on the project performing work under this contract.
7. The Contractor shall use Job Hazard Analyses (JHA’s) as one of many tools to ensure the safe performance of work. It is the Contractor’s responsibility to prepare the JHA. A JHA must be prepared by the Contractor and approved by the COR for each major work task of this contract, prior to the Contractor performing the work.
8. Prior to performing work with inherent hazards, the Contractor shall conduct a safety meeting and review the approved JHA with those employees who will be performing the work. The Government may request advanced notification of the time and date of the above JHA Tool Box safety meeting for Contractor employees, so that the Government may attend such reviews. A copy of the approved JHA’s shall be available at all times to workers at the job site and a copy shall be provided to the Government.
7.0 ACCIDENT REPORTING
1. All reportable accidents, which are those resulting in death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100, shall be reported to the Contracting Officer and COR immediately. Within 7 days of a reportable accident, the contractor shall fill out and forward to the Contracting Officer an Accident/Property Damage Report (Form CM-22).
2. If the Government determines that the Contractor did not use reasonable care for Government property and caused damage to or loss of said property, the Contractor shall repair the damage or replace the property, at no cost to the Government. If the Contractor fails or refuses to make such repairs or replacement, the Contractor shall be liable for the cost, which will be deducted from the contract payment.
8.0 PHYSICAL SECURITY
1. The contractor shall cooperate with Government personnel in safeguarding Government facilities and property.
2. The contractor shall secure all doors or gates given access to after the completion of contracted work activities.
3. The contractor shall be responsible for reporting to the COR all acts of vandalism, larceny, pilferage, or any other damage that is discovered. Reports shall be made no later than within 24-hours after discovery. Notification must be made via telephone or in person and followed-up in writing.
9.0 ENVIRONMENTAL PROGRAM
1. The Contractor shall comply with all Federal, State, and local laws, regulations and standards regarding environmental protection.
2. The Contractor shall conduct all contracted activities in a manner to prevent contamination of Government land and property.
3. The Contractor shall ensure all lubricants, petroleum products, cleaning materials, or any other hazardous substances are not spilled, leaked or disposed of on Government property.
4. The contractor shall dispose of all hazardous substance in accordance with environmental regulations.
5. If spills or contamination occur, the Contractor shall be responsible for cleanup and any associated costs in accordance with Federal, State and Local Law. Such spills shall be reported to the COR immediately.
6. The Contractor shall identify all hazardous waste associated with conducting required work items, and properly label, handle, and dispose of such waste in accordance with applicable regulations.
7. The Contractor shall address hazardous materials and hazardous waste on a Job Hazard Analysis form prior to commencing work contained within this contract.
10.0 CONDUCT OF CONTRACTOR EMPLOYEES
1. All contractor employees and subcontractors performing work under this contract shall conduct themselves in a professional and safe manner at all times.
2. Continued or egregious unprofessional or unsafe behavior will be grounds for the permanent removal of the individual from performing work under this contract, as determined by the COR.
3. The contractor shall permanently remove from service under this contract, as described above, individuals whose behavior has been determined by the COR to be contrary to the public interest or inconsistent with the best interests of the NPS.
4. The CO or the COR may require the Contractor to immediately remove from the work site any employee or subcontractor who is incompetent, endangers persons or property, or whose physical or mental condition would impair their ability to satisfactorily perform the work. Notification to the Contractor will be promptly made in writing if time and circumstances permit. Otherwise, notification will be verbal and confirmed in writing as soon as possible.
5. All criminal activity or conduct unbecoming resulting in the dismissal of an employee by the contractor shall be reported to the COR.
6. No such removals of contractor employees as described above will reduce the contractor's obligation to perform any of the work required under this contract.
7. Contractor personnel shall not smoke inside government buildings, or within 50 feet from an entrance to government buildings. The use of e-cigarettes is also included in this restriction.
11.0 IDENTIFICATION OF CONTRACTOR EMPLOYEES AND VEHICLES
1. The contractor shall furnish their employees that are performing work under this contract with a uniform shirt and outer garments that include the company's name as identification. Contractor employees shall wear company identifying clothing at all times when performing work under this contract. Any subcontracted work shall follow the same guidelines, whereby the subcontracted company's employees shall also have company identifiable clothing worn at all times while performing work on NPS property.
2. All contractor owned vehicles that are to be used while performing work under this contract shall have the company's name prominently displayed in not less than two inch letters on the outside of both front doors of each vehicle in such a manner as to provide a readily visible means of identification.
