Use of NETCENTS-11 contracts are mandatory for all NETCENTRIC requirements.
All items are within the scope of NETCENTS II contracts and is therefore available from NETCENTS2 Contracts.
Prices are not determined at this time.
Estimated value is Delivery will be 30 days after receipt of order.
The Contracting Officer has verified that this Delivery Order will be issued within the period of performance and within the maximum value of the contract.
(4) Justification for restricting consideration to a brand-name item:
Motorola equipment is the only brand that can be interfaced with existing LMR system at Edwards AFB, The acquisition of any other equipment other than Motorola equipment will result in subsequent cost or services and jeopardize the ability to guarantee secure transmission of mission essential communication use daily at Edwards AFB.
Edwards AFB was unable to find another vendor/source that has compatible parts, features, and maintenance resources with the existing Motorola P25 LMR System, while also meeting DOD information Assurance requirements.
Market research was conducted using the Internet and phone calls; we were unable to find another company with compatible equipment that meets the entire requirement to complete this acquisition.
This is a Brand Name requirement and will be solicited via the NETCENTS2 IDIQ Contracts. All NETCENTS Product Vendors will be provided the opportunity to provide a competitive quote for the requested Brand Name items.
The specific exception that precludes the fair opportunity process is FAR 16.505 (b)(2)(i)(B) "Only one Awardee is capable of providing the supplies or services required because the supplies or services ordered are unique or highly specialized."
Current Motorola radios at Edwards AFB utilize proprietary firmware, for Over-the-Air Re-keying (OTAR), Over-the-Air Programming (OTAP), and dual-band capability that cannot be duplicated by another company. The software is proprietary and the use of any other brand of radio will not be able to integrate into the existing infrastructure, does not have frequency authorization and will not operate on base, a loss of functionality, result in management tool augmentation, and increase software requirements will call for a more hands-on management which will result in subsequent cost or services and jeopardize the ability to guarantee secure transmission of mission essential communicat ion use daily at Edwards AFB.
Market research was accomplished by the customer. The customer is the technical expert and affirmed only Motorola products would satisfy this requirement.
Awardee will equal manufacture.
(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:
A number of Netcents2 vendors are authorized resellers of the Motorola radios being requested which will provide adequate competition.
In addition, this order will be placed against NETCENTS-2 contract.
Pricing will be considered fair and reasonable based on adequate price competition per 15.404-1 (b)(2)(i).

(6) Other facts supporting the justification:
The Program Management Office at AFMC has provided downward-directed instructions to utilize Motorola as the brand being utilized by all units under AFMC command.
(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:
Until further direction is received from the Program Management Office, Motorola will remain the required manufacturer.
Motorola is deemed the only capable brand that fits within the Edwards AFB infrastructure.
(8) Program Manager's certification that supporting data is accurate and complete:
