Section C: Justification for Soliciting from a Single Source or Brand Name

In accordance with FAR Part 13.106-1 (b)(l )(i), one source has been identified to continue the service requirement. The source is already mobilized on site. Continuation of service from this contractor will minimize remobilization of equipment and disruption of mission services. This action will provide continuation of services for the option periods of contract FA301620P0108.

Contractor, N-ovation Technology Group performed successfully on contract FA301620P0108 awarded 1 Jun 2020 with a base year with 4 option periods, through 31 May 2025. The simplified acquisition threshold (SAT) contract was competitively competed with three (3) offer submissions, for a best value award. The contract inadvertently expired 31 May 2021, which was not the intention of the Government. Options were to be exercised annually through 31 May 2025.

N-ovation Technology Group possesses unique capabilities of providing superior internet/WIFI services and demonstrated that this past year on FA301620P0108. N-ovation provided excellent internet services to the JBSA Lackland Library customer, as well as, having superior ratings from other Government work with the Veteran Affairs. Pricing from FA301620P0108/RFQ# FA301620U0075 addressed pricing from 1 Jun 2020 thru 31 May 2025 and N-ovation will honor that pricing on the subsequent order.

The Government would substantially benefit from re-establishing the options years with N-ovation Group versus going through reacquisition by essentially saving the Government $7,056.63 to re-procure the event. Estimated cost savings of eliminating an acquisition team in the pre-award process of procuring internet services appears as follows:

Contract Specialist Contracting Officer COR FSS team lead

120 hours@ 20 hours@ 40 hours@

Estimated Pre-award cost activity $8,496.60

Estimated cost to re-establishing the option by a new order, using it's existing data for basis of award:

24 hours@ 5 hours@ 2 hours@

Estimated option cost activity $1,439.97

N-ovation was recently awarded a Military Family Readiness Center (MFRC) lnternet/WIFI service contract at JBSA , awarded-), affirming their presence in the area.
