Justification Review Document for Other than Full and Open Competition - FAR Part 6
Program/Equipment: The Technology Development Directorate (TDD) Electronics and Computer and Technology (ECT) Division needs to renew the maintenance for the Siemens Questa Core software tools. The ECT division uses Siemens development tools to model and simulate field-programmable gate array (FPGA) designs for the computer systems designed in-house. Siemens provides the necessary licensing for these tools and requires an annual maintenance fee, which provides technical support and software updates. The primary goal of this effort is to maintain support of developmental tools necessary to continue the design efforts of the Electronics and Computer Technology Division.
Authority: 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
Amount: $50,989.00

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: U.S. Army Contracting Command – Redstone Arsenal, ATTN:
CCAM-MZB-B, Redstone Arsenal, AL 35898-5000.
2. Description of Action: The Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC) Technology Development Directorate (TDD), Electronics and Computer Technology Division, requests approval to award a firm-fixed price contract for Questa Core software maintenance with two option years.
The Government projects award of this contract action March 2023. Research, Development, Test & Evaluation (RDT&E) funds will be used.
3. Description of Supplies/Services: Purchase of Questa Core software maintenance.
Questa Core provides ECT engineers the state-of-the-art tools needed to model and simulate field-programmable gate array (FPGA) designs for the computer systems designed in-house by the Electronics and Computer Technology Division in technology-agnostic simulation environment. The estimated dollar value of this acquisition is: base year of including reinstatement fee and two option years for a total of
QTY
1 Support reinstatement fee for the period 10/1/2022 to 3/15/2023 for Questa Core
MixedHDL Ap SW
1 Support renewal for the period 3/16/2023 to 3/15/2024 for Questa Core MixedHDL Ap SW
1 Support renewal for the period 3/16/2024 to 3/15 /2025 for Questa Core MixedHDL
1 Support renewal for the period 3/16/2025 to 3/15 /2026 for Questa Core MixedHDL
4. Authority Cited: 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: Similar software, Intel Quartus and Xilinx Vivado, has been compared and used previously by this division. These software packages do not allow our engineers the needed ability to model and simulate in a technology-agnostic environment. Questa Core is the current software that the Computer and Electronics Division uses to model and simulate FPGA designs for in-house developed computer systems

6. Efforts to Obtain Competition:
a. Effective competition. Market research was conducted utilizing the following market research techniques: personal knowledge in procuring similar supplies and services of this type; consultations with engineers using this type of software; past division experience with similar software, Intel Quartus and Xilinx Vivado. These other simulation tools do not meet government requirements.
b. Subcontracting competition. Subcontracting competition does not apply for this contract requirement.
7. Actions to Increase Competition: TDD is continually searching for new and better methods to accomplish modeling and simulation, knowing that as systems and programs become more complex, the up- front engineering analyses are expected to improve. The National Institute of Standards and Technology (NIST) is reviewed for new developments in this technology area to determine whether the requirements can be procured under full and open competition.
8. Market Research: Market research was conducted by , Computer Engineer in the DEVCOM AvMC Computer and Technology Division. Market research techniques: personal knowledge in procuring similar supplies and services of this type;
consultations with engineers using this type of software; past division experience with similar software. RFI 428517 was issued on 8 November 2022 in Computer Hardware Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions EMART Software (ITES-SW2) to all 30 vendors, with no positive responses.
DoD ESI and GSA searches were also negative. Statement of Non-Availability (SONA) 216791653 was received on 23 November 2022.
