JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION: SPE7M522R0003
DLA Land & Maritime Justification for Other Than Full & Open Competition

6. Efforts to ensure that offers are solicited from as many sources as practicable are:
A Sources Sought was posted on 11/2/2021 with a response date of 11/9/2021.
The acquisition will be synopsized on or about February 10, 2022, for 15 days prior to the solicitation opening. At the completion of the synopsis period, this PR will be solicited on the internet for 30 days via the DLA Internet Bid Board System (DIBBS).
Dealers of the manufacturer will be solicited.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
The most recent purchase order, SPE7M521P0829, QTY 2, was awarded on 11/5/2020 for $84,995 each to Linmarr Associates, Inc. (1GX03). This price was determined fair and reasonable based off historical pricing and coded BG.
Purchase history shows 8 successful awards for this NSN since 2003. The quantity of the prior awards ranged from 1 to 11 each with prices from $20,735.85 to $133,071.61 each. Linmarr Associates, Inc.
(1GX03) has received the last 2 awards. The approved source, Textron Systems Corp. (97384) received the other 6 awards.
This will be a stocked item. The estimated price of the solicited PR at the top price break quantity of 25 each will exceed $2,000,000 therefore; certified cost or pricing data will be required. The estimated price of the solicited PR at the top price break quantity of 25 will exceed $750,000; therefore, a subcontracting plan will be required.
Since the top price break quantity of 25 will exceed $2,000,000, Certified Cost / Price Data threshold, Cost / Price Data will be required. Support will be sought from the Pricing Office. All Cost / Price data clauses will be included in the solicitation. Linmarr stated in their Market Survey that they would supply Cost / Price Data.
Negotiation procedures may be used pending price analysis results and competition.
Length of contract: A firm-fixed price contract will be issued.
Quantity: 7 each (with prices breaks from 5 to 25 each) Based on the above techniques, the Contracting Officer hereby determines that the anticipated cost to the
Government will be fair and reasonable.
