Due to DISA IE restructuring efforts, a contract strategy was developed to better allow for an integrated approach and reduction of redundant services across the directorate. This revised contract strategy has resulted in a delay of requirements generation for affected contracts/orders and their follow-on efforts. This revised contract strategy required collaboration across IE divisions and due to multiple personnel changes (transitions to new positions, realignment to other divisions, and personnel leaving the agency) there has been an unforeseen delay of requirements generation for affected contracts/orders and their follow-on efforts. The proposed bridge modification will extend current support for the COMSATCOM contract HC102818C0017 to allow time to complete the realignment of tasks into existing or new contracts/task orders without loss or delay of support, ensuring the continuity of COMSATCOM to DISA and the Department of Defense community. The current COMSATCOM contract expires on January 12, 2024. The projected period of performance (PoP) for the bridge contract action is an eight-month base period (January 12, 2024 – September 11, 2024) with four, two-month option periods (September 12, 2024 –– May 11, 2025). The total estimated life cycle value of the firm fixed price (FFP) with cost reimbursable (CR) other direct costs (ODCs) and travel contract modification is consisting of in labor, in ODC/travel and in Surge and will utilize Fiscal Years 2024 and 2025 Operations and Maintenance Funds and will increase the current contract lifecycle value from to
3. DESCRIPTION OF SUPPLIES/SERVICES:
This action is to bridge the current requirements supported by the COMSATCOM Engineering, Acquisition, and Programmatic Services contract, and provide continued support until all tasks are realigned into new or existing task orders. The COMSATCOM contract provides expertise in market trends, networking technologies, strategic and tactical communications systems, as well as, engineering, acquisition, program management, and support services. The overall effort provides COMSATCOM Transport Services Support in the areas of operations, implementation and sustainment, information assurance, communications/computer/website security, telecommunications, acquisition, program management and requirement analysis. The additional work to be obtained by the proposed bridge requirement is in line with the work currently being performed under the existing contract, which is within scope of what was included in the original solicitation.
4. IDENTIFICATION OF STATUTORY AUTHORITY:
Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 3204(a)(1) (FAR 6.302-1/DFARS 206.302-1)
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
(a) Description of events.
This justification is for COMSATCOM support services, which are currently being performed by CRS.

Efforts are currently ongoing to pursue two new competitive task orders. DISA IE is finalizing a performance work statement mapping document to outline the acquisition strategy for its portfolio. Relevant task areas from this requirement will move to two new task orders, Transport Services Strategic Advisory Support (TSSAS) and Cybersecurity Technical and Analytical Services (CTAS).
New Task Order #1: Transport Services Strategic Advisory Support (TSSAS): This new requirement will provide strategic programming, planning and advisory support services. The requirement is in development phase, and further market research is needed to finalize the strategy. The projected award date is July 12, 2024, based on the complete/actionable package received by December 15, 2023. Operations and Maintenance (O&M) and DISA Defense Working Capital Funds
(DWCF).
New Task Order #2: CTAS: This new requirement will provide monitoring for the life cycle of DISA systems, Defense Information Systems Network, major supporting and connecting programs, systems, and networks for the purpose of identifying and resolving security issues. Work includes ensuring compliance with the applicable Risk Management Framework (RMF) / Director of Central Intelligence Directive (DCID) security requirements, directives, and regulations, ensuring that the programs, systems, and networks define and maintain appropriate security environments as defined in the RMF/DCID 6/3. The projected award date is April 18, 2024, as a complete/actionable package was received on September 21, 2023. Anticipated contract strategy: General Services Administration (GSA) Multiple Award Schedule HUBZone set-aside Anticipated PoP: 1-year base period with 4, 1-year options Estimated task order value: Funding type:
O&M, DISA DWCF.
The period of performance being requested for the bridge requirement provides for up to 16 months of additional support, which will allow adequate time for the award of CTAS and TSSAS, resolve potential protests, and transition efforts to the contractors.
(b) Justification.
(1) Minimum Government requirements.
COMSATCOM Engineering, Acquisition and Programmatic Services Support is essential to ensure on-time execution of project/program schedules and deliverables and communication with deployed forces. This support includes a variety of detail tasks and functions as they relate to transport projects and programs, such as integrated master scheduling upkeep, management, risk assessment and risk management, acquisition support, metrics, memorandum preparation and service-level agreement development, briefings preparation at the Senior Executive Level, knowledge management support, and quality assurance processes and procedures.

Due to the criticality of these ongoing projects/programs within the directorate, no alternate contractor can develop the work force necessary to replace the current support team and achieve an initial satisfactory level of support prior to the expiration of the current task order.
(2) Proposed sole source contractor.
CRS, the incumbent contractor on the existing contract, is the only source that can continue to fulfill this requirement within the necessary time frame and without risk or a substantial break in service and support would result in unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 3204(b)(B)).
(3) Discussion regarding cause of the sole source situation.
Efforts are currently ongoing to pursue restructuring of contract requirements, including two new competitive task order. DISA IE is finalizing a performance work statement mapping document to outline the acquisition strategy, which will ultimately determine the timeline for award of the new task order.
(4) Impact.
Failure to maintain the contractor support continuity currently provided by CRS until the previously discussed actions can be awarded and transitioned will have negative impacts to schedule and upkeep, delays in project/program execution, and limit visibility to identify risk or provide migration. Specifically, this could result in mission failure. The current contractor provides highly specialized and critical support to DISA and DISA’s mission partners, and a gap in service would cause a decline in quality of services to DISA and its mission partners. Due to budget cuts and restraints, DISA IE does not have sufficient Government resources to maintain these programs, and therefore requires the continued contractor support.
6. CONTRACT OPPORTUNITIES ANNOUNCEMENT/POTENTIAL SOURCES:
This is a modification to an existing contract that was competitively awarded under an open market small business set aside procurement, for which all small business contractors were given a fair opportunity to propose on the original requirement. The bridge action (modification) will be synopsized and posted to SAM.gov in accordance with FAR 5.201.
7. DETERMINATION OF FAIR AND REASONABLE COST:
A price analysis will be conducted prior to contract award to ensure the prices paid represent a fair and reasonable cost to the Government in accordance with FAR 15.404-1, Proposal Analysis Techniques. The contracting officer will make a determination that the price is fair and reasonable upon completion of negotiations.

CRS is the only contractor at this time with the requisite knowledge and technical personnel capabilities to support the requirement in the timeframe necessary for uninterrupted support.
Market research is currently in process for the new task order #1, TSSAS, and it is expected that this requirement will be competed among small business vendors allowing for fair opportunity.
Market research for new task order #2, CTAS, has been conducted and based on the results this requirement is being competitively solicited allowing fair opportunity under the GSA’s MAS as a HUBZone set-aside. However, it is not currently feasible to award the follow-on task orders prior to the expiration of the current task order. The Government has determined that the current level of support can only be provided by the incumbent. Therefore, CRS is the only source that can continue providing the necessary level of support without risk of a substantial break in support.

10. LISTING OF INTERESTED SOURCES:
The Government issued two sources sought notices in November 2022 while initiating market research for new task orders, TSSAS and CTAS, which will include the support being provided by current task order, GS06F0625Z / HC102818F1471. Sources sought notice #832369136, was posted on SAM.gov on November 2, 2022, and sources sought notice #832369148, was posted to SAM.gov on November 9, 2022. Additionally, these sources sought notices were shared with both large and small business ENCORE III contractors. Sources sought notice #832369136 resulted in 44 vendors submitting responses and sources sought notice #832369148 resulted in 15 vendors submitting responses. Based on sources sought notice #832369136, the Government identified multiple vendors in multiple socio-economically disadvantaged groups that can meet the requirements. Sources sought notice #832369148 indicated that there are small business vendors who are interested in this requirement and may be able to meet or partner to meet the capabilities required. As a result of the Government’s analysis, the Government determined that the CTAS task order will be procured using the GSA MAS contract vehicle and will be a HUBZone set-aside. Additional market research is required for the TSSAS task order and is currently on-going. However, none of the interested sources can meet the Government’s immediate need.
