Department of Army Justification and Approval for Other Than

Full and Open Competition

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: The Product Director (PD) General Fund Enterprise Business System (GFEBS) requests a hybrid (firm fixed price, cost plus fixed fee and cost reimbursable) contract modification to W52P1J-17-C-0022 in order to retain services supporting GFEBS-Sensitive Activities (GFEBS-SA) operations with Accenture Federal Services, LLC (AFS). AFS is currently providing these services under contract W52P1J-17-C0022, which will expire on 31 May 2021. ACC-RI projects award for

Operations and Maintenance, Army, and Research and Development and Procurement funds. In accordance with Army Federal Acquisition Regulation Supplement 5107.103, the approving authority at the time of contract award, waived the detail and formality of the Acquisition Plan stating the necessity for the plan has already been met through other forms of contractual documentation such as the acquisition strategy, market research and a sole source justification and approval (J&A). The acquisition strategy has not been modified for the extension of services under this contract and the market research indicates that only the original source is capable of performing the work without duplication of effort; therefore, a new acquisition plan is not needed.

The Government did not compete the requirements prior to this action, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, as supported by J&A 16-119.

That justification’s paragraph 7, Actions to Increase Competition, stated:

“As mentioned in section 5.0, the original requirement was competed on a full and open competitive basis and awarded to EDC [EDC Consulting, LLC]. After two (2) years, successful performance could not be achieved and has led to the situation at hand, which is the current need to limit the competition to a single source who has mastery of the GFEBS Increment I architecture, design, and implementation. All future follow-on efforts to perform sustainment operations will be competitively awarded as part of the overall GFEBS portfolio strategy to have all GFEBS baselines sustained on a single contract, whether it be with a vendor or government sustainment organization such as one of the Software Engineering Centers (SEC) within an Army command.”

PD GFEBS completed those actions by moving forward with a competitive strategy wherein it planned to transition GFEBS-SA operations and capability support services to the Army Shared Services Center (ASSC) to be performed under their Unified Enterprise Resource Planning (ERP) contract, that has been competed under the Chief

6. Efforts to Obtain Competition: ACC-RI shall publish the notices required by FAR

5.201. As this is a sole source action, effective competition is not applicable. The extension modification will contain FAR clause 52.244-5, Competition in Subcontracting, which states that the contractor shall select subcontractors on a competitive basis to the maximum practicable extent.

7. Actions to Increase Competition: At the completion of this contract, GFEBS-SA operations and capability support services will have fully transitioned to ASSC and PEO EIS, and will be performed under the ASSC Unified ERP contract and PEO EIS MSP contract, both competitively awarded.

8. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information 206.302-1(d), ACC-RI posted an RFI on 4 December 2020, on the CIO-SP3 GWAC, with responses required by 14 December 2020. The purpose of this RFI was to identify whether there were any capable vendors that could provide the Government with GFEBS-SA operations and capability support services for the up to AFS was the only respondent.

AFS was evaluated and received a “Capable as Prime Contractor” assessment for fulfilling the contract requirements. AFS is capable and has recent experience performing the required services identified in Paragraph 3 to provide operations and capability support of the GFEBS-SA system to maintain operational mission continuity and overall security posture.

9. Interested Sources: To date, no other sources have expressed a written interest in this requirement.
