About this file
This document is a sole source justification memorandum for the conversion of two power carts to operate on 208 volts. The Connecticut Army National Guard requires converting two power carts purchased from Aviation Ground Equipment Corporation in 2018 to run on 208 volts in order to provide power for aircraft maintenance in the hangar. Aviation Ground Equipment Corporation, the original manufacturer of the power carts, will perform the conversion and a full functions check for an estimated $30,000. As the manufacturer, they have the expertise, parts, and ability to properly complete the conversion and ensure functionality. Market research found having the manufacturer complete the work would not be significantly more expensive than converting the carts separately using parts from GSA Advantage without the capability to fully test the conversions. No other barriers to competition were identified.

_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: Back in 2018 our facility purchased four power carts from Aviation Ground Equipment Corporation. The requestor compared what it would cost for our facility to purchase a transformer from GSA Advantage, and all of the hardware required to make the power cart conversion, but the total price was not much cheaper than having the manufacture do the work. The manufacture will also perform full functions check as part of the service they will provide with this purchase, and this is not something we would have the ability to do if we did the work ourselves.
_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: This company is the manufacture of the power cart, so they have the expertise and parts to successfully complete this conversion. They will also perform full functions check on the power cart prior to returning it to us to ensure everything is working properly.
_3_ BRIEF DESCRIPTION OF SUPPL_UM33PhqLHArLIQSUjN*Zfw: We previously purchased four power carts from this vendor. We now need two of them converted to run off 208 volts in, order to be able to perform maintenance on the hangar floor to power the aircraft.
