The Government has outlined numerous performance metrics and interface requirements, which are outlined in drawings 13052555, 13052553, 13046052, 13052535, 13052537 and 13046051. Due to the requirements for vehicle testing and live fire testing, the testing outlined in the above listed drawings are both time consuming and costly, estimated at approximately $420,000. Curtiss-Wright Controls Electronic Systems, Inc. is the only vendor who has demonstrated the capability as identified in the drawings. The time and cost to re-engineer the Power Supply, required testing equipment and technical data for the equipment is estimated at two years with a cost of $2.7 million dollars. It would take approximately 18-months for another contractor to tool up and manufacture the Power Supply. An additional, six to eight months would be needed to qualify the vendor per the drawings listed in the previous paragraph.
The Government would not be able to recover within a reasonable amount of time, through subsequent competition, the duplication of costs involved in either procuring the proprietary data or reverse engineering the item to create a competitive package. At the current average usage rate of 20 units each year, a current unit cost of , and assuming 25% savings achieved through competition, the in annual savings would take over years to offset the estimated $3.12 million in cost of reverse engineering the item and qualifying another source.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5 above, the Government is not pursuing competition for this item.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include the following FAR clauses 52.219-8, "Utilization of Small Business Concerns," 52.244-5, "Competition in Subcontracting." 52.219-16, "Liquidated Damages-Subcontracting Plan," and Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.219- 7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above. There are currently no contractors in the process of being qualified at this time or prior to contract award due to funding constraints. As stated above, the costs associated with qualifying a new source would not be recovered through subsequent competition within a reasonable timeframe.
Accordingly, qualifying a new source would not be in the best interest of the Government at this time, but will be re-evaluated for future procurements.
