No Previous J&A is available engineer and develop its own technical data to compete this requirement among other sources who would need to go through qualification. This initial reverse engineering effort would take an estimated 12 months and $500,000, and another estimated 30 months (12 months to qualify, 12 months for production and six months for TDP development) and $1,475,000 to obtain qualified material from an alternate source(s).

The total estimated $1.975M and time needed to pursue a reverse engineering effort, based on the Government’s current demand for this item, is impractical and not in the Government’s best interest at this time.

Although this procurement will be restricted to Curtiss-Wright Controls Electronic Systems Inc., every effort will be made to obtain potential sources by synopsis and posting to the Beta.Sam.Gov website.

Phase 1: Initial Phase

Phase 2: Qualifying Phase

Tasks

1) Engineering Evaluations & Support Estimated Cost: $525K / Estimated Time: 6 months

2) Select Vendors Estimated Cost: $100K / Estimated Time: 1 month

3) Obtain Spares Estimated Cost: $100K / Estimated Time: 12 months

4) Testing and Evaluations (QAs) Estimated Cost: $350K / Estimated Time: 3 months

5. Efforts to Obtain Competition:

a. Effective competition efforts: Due to the reasons cited in Section 5 above, the Government is not pursuing competition for this item.

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include the following FAR clauses 52.219-8, "Utilization of Small Business Concerns,” 52.244-5, "Competition in Subcontracting," 52.219-16, "Liquidated Damages-Subcontracting Plan" and the Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.219- 7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

SOLE SOURCE: Notices required by FAR 5.201 will be posted.

6. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

As stated in Section 5, the Government does not own the complete TDP to support a competitive procurement. Currently, there are no planned efforts to reverse engineer the item. The Government will continue to perform market research for future procurement actions.

7. Market Research: A Sources Sought Synopsis / Request for Information was posted on the Beta.sam.gov website on 22 October 2020. No responses were received.

In accordance with FAR 10.002(b) (2)(vii), further market research was conducted by the U.S. Army, Combat Capabilities Development Command – Armaments Center, Rock Island on 09 October 2020. An online search using google.com and yahoo.com was conducted for the words “Circuit Card Assembly” “Bradley Fighting Vehicle” and “NSN 5998-01-681-9825.” A total of 80 search results were returned, but no results possessed the necessary technical information regarding Form, Fit, and Function.
