4. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.
5. Reason for Authority Cited: The engine block assemblies are an integral part of the AVDS 2-Series Engine. The engine block is a solid aluminum casting which has the requisite cylinder head assembly spacing and mounting holes to accommodate the 12-cylinder, V-type arrangement inherent in all AVDS engines. The one-piece engine block captures the rotating crankshaft assembly with seven complimentary spaced forged main caps and fasteners. This allows a uniform load distribution of the forces generated by the combustion occurring sequentially in all 12 cylinders. The block also contains oil passages which keep the rotating assembly cooled and lubricated.
The approved source, L3 Technologies Inc., has proven the ability to manufacture the engine block that can meet the MIL-DTL-62177 durability specification which is an adapted form of the North Atlantic Treaty Organization (NATO) requirement for successful completion of NATO Laboratory Test for Gas Turbine Engines AEP-5, Allied Engineering Publication while operating on an AVDS 2-Series Engine. This test is required for components that are critical for engine/vehicle operation and crew safety.
Malfunction of the AVDS 2-Series Engines due to poorly manufactured engine block assemblies could result in significant loss of equipment and life due to fire caused by a crack(s) in the oil passages and/or the vehicle’s inability to move the crew to safety under power. The approved source has proven that they are able to deliver an engine block of sufficient quality in support of the AVDS 2-Series Engines. If another possible source of supply for this item was identified, qualification testing would be required.
A fully developed, build-to-print Technical Data Package (TDP) of the Engine Block Assembly is not available. Only L3 Technologies Inc. has the experience and capability to manufacture an engine block assembly that can withstand the 400 hr. NATO endurance test within an AVDS 2-Series Engine. A reverse engineering effort to develop a fully mature TDP is estimated to cost $1.8M and would require 24 months to develop. Additionally, testing of the reverse engineered engine block would require successful completion of the 400 hr. NATO and vehicle level durability testing required to prove out the technical data. If manufactured by a new source, the required vehicle level testing is estimated at $3.28M (Reliability, Availability, and Maintainability (RAM), NATO 400 hr., Full Load Cooling and Cold Test) and will take approximately 32 months to complete without any major issues.

reasons cited in section 5 above, we are limiting the competition to the source cited in section 2 above.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above. No action is being taken.
8. Market Research: A Sources Sought/Request for Information was posted on the Beta.SAM website on 08 July 2020 and no responses have been received.
Market research was performed by the Ground Vehicle Systems Center (GVSC), Heavy Combat Vehicle (HCV), Sustainment Engineering on 11 June 2020 by reviewing available product literature published by Weber Automotive Inc. and Weichai America Corporation to determine if commercial items or non-developmental items are available to meet Government's needs or could be modified to meet the Government's needs.
While these two sources have the ability to manufacture engine block assemblies, they currently manufacture blocks for specific applications which are already existing and would be required to manufacture AVDS blocks from scratch once the technical data was fully developed. Since neither of these sources have produced this specific item for the M88 they have not completed the necessary testing to become a qualified source.
L3 Technologies Inc. (CAGE 02978) currently is the only source that provides the engine block assembly that is approved to support the Government requirement.
9. Interested Sources: To date no additional sources have expressed interest in this item.
10. Other Facts:
a. Procurement History: The last award was to L3 Technologies (CAGE 02978) on contract SPRDL118D0036 on 11 September 2018 with a total value of $1,617,510.00.
b. Acquisition data availability: The Government does not own proprietary rights to the TDP that would be required to produce a competitive TDP. L3 Technologies has developed, tested, and obtained Government approval for this item. The Government did not fund its efforts in developing and testing this item.
c. Unusual and compelling urgency: N/A
d. Subcontracting competition: FAR clause 52.244-5, Competition in Subcontracting, will be included in the contract to encourage the prime contractor to obtain as much competition as possible in its subcontracting.
