5. Reason for Authority Cited: The Transmission Oil Cooler is a critical component of the highly specialized transmission used on the unique M88A2 towing and recovery system. The design of the Transmission Oil Cooler is unique in that it is packaged in such a way to fit neatly on the side of the Air-Cooled, V-Engine, Diesel- Supercharged (AVDS)-1790-8CR engine while maximizing the cooling efficiency.

Development of a similar component would also be required to fit within this unique space claim without interference with existing components while satisfying the cooling requirements needed to ensure the reliability of the M88’s transmission under high stress and heat generation during a full-load operation.

Only the identified sources, L3 Technologies, Inc. and Tecmotiv USA, Inc. have demonstrated the requisite technical and engineering expertise to provide the Transmission Oil Cooler. Both of the aforementioned companies have demonstrated the unique and proven manufacturing capabilities to maintain the processing control required to repetitively produce the Transmission Oil Cooler. In addition, the approved sources’ item has met U.S. Army transmission performance requirements drawing 12366578 for cooling requirements and operation in high ambient temperatures. This is required as the component is critical to maintaining transmission and vehicle operation and crew safety. Malfunction could result in catastrophic loss of equipment due to the vehicle. If another possible source of supply for this item were identified, qualification testing would be required.

A complete TDP of the Transmission Oil Cooler has not been developed for competitive use. There are currently no plans to acquire a competitive TDP due to lack of funds that would be needed to acquire the data in order to support a competitive acquisition. The Government does not own the performance specification(s), manufacturing knowledge or TDP needed to develop the Transmission Oil Cooler(s). They are proprietary to L3 Technologies and Tecmotiv. A significant amount of time and money would be necessary to reverse engineer, procure and test prototypes, and release the design.

The estimated cost to develop a competitive package for this item through reverse engineering could run as high as $1M and could require an estimated delay of at least 18 months to include fabrication and testing of the prototype hardware and releasing a validated TDP. Added to these costs and delays would be the cost and time it would take to qualify another source. Vehicle level qualification and durability testing would be required to prove out this item if manufactured by a new source at an estimated cost of an additional $3.4M and a delay of 22 months.
