JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Agency: Defense Logistics Agency - Land Warren.
2. Description of Action: The proposed action is to award a new Firm-Fixed-Price contract to Allison Transmission, Inc., Cage 73342, for National Stock Number (NSN) 2520-01-549-8665, for a TRANSMISSION, HYDRAULIC, VEHICULAR, using Army Working Capital Funds (AWCF).
3. Description of Supplies/Services: The NSN 2520-01-549-8665, part number 57K6161, for a TRANSMISSION, HYDRAULIC, VEHICULAR, is used on the M915A3, Line Haul Tractor. The deliverables for this procurement are for a base quantity of 9 each, with an option quantity of 9 each, making a total quantity of 18 each. The total maximum value of this contract is .
The Hydraulic Transmission is used on the M915A3 Line Haul Tractor.

3 - Acquire, for the second or subsequent time, directly from the actual manufacturer.
Acquisition Method Suffix Code (AMSC):
H - The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current source(s).
4. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements..
5. Reason for Authority Cited: This transmission is a critical component of the entire M915A3 fleet. Power from the vehicle’s engine is transferred along a path through the transmission, driveshaft, differential, and wheels, which drive the vehicle forward and backwards. The transmission uses its series of gears to multiply the torque output of the engine and provide that energy via the driveshaft to the differential and axles. Without it, the power generated by the engine cannot be transferred to the wheels. This transmission has been specifically designed to mount to the M915A3’s engine, which makes it unique among other commercially procurable transmissions.
The Government does not have the pertinent technical data to enable competitive re-procurement. The Government does not own the necessary intellectual property data rights to the pertinent technical data to enable competitive re-procurement.
The Government has not completed the screening process and currently does not have a Technical Data Package (TDP) to purchase this part from other than the current source(s).
Although the Transmission and Container kit is a TACOM drawing, the Transmission itself (PN E016365) is an Allison Transmission product. As the Government does not own or have rights to any of the detailed technical data, the number of gears, gear ratios, load rating, and other criteria used to qualify this item cannot be easily compared with other commercially available transmissions. Selecting an alternative that may not meet performance specifications would be detrimental to mission capability as well as readiness. The burden of risk associated with using an unsuitable transmission is too great. Therefore, this procurement must be made to Allison Transmission.
The Ground Vehicle Systems Center (GVSC) Vehicle Sustainment Team has calculated that Reverse Engineering the M915A3 Transmission Assembly would cost an estimated minimum of $4,800,000 with a lead time of at least 48 months that would be comprised of:
- Research and Development (R&D), including part design, development, and production
- Reliability, Availability, and Maintainability (RAM) testing, including qualification and vehicle integration testing
- TDP development, in order to procure competitively
- Establishing additional sources via Qualification Testing

The web-based market research conducted by the GVSC Sustainment Engineer was completed by July 2020. The transmission product lines available from Twin Disc, Sapa Transmission, and ZF were reviewed for comparison. The information provided on these websites was not sufficient to determine if they would serve as a suitable direct replacement for the current Transmission Assembly provided by the OEM Allison Transmission used on the M915A3. With the TDP and unique performance specifications being unavailable, it becomes extremely difficult to ensure compatibility.
Many manufacturers make transmissions that at first glance seem similar to the one used for the application. Comparing features such as load rating, power input/output, engine speeds, and physical size do not provide enough detail to justify their use. The transmission has undergone validation testing by Allison Transmission to ensure its performance and safety for this particular application. It has been carefully selected to work in tandem with the engine currently configured to the M915A3. The result of selecting a potential alternative that was not uniquely designed and tested for this application presents a higher risk of future issues. These issues would negatively impact maintenance, readiness, and ultimately soldier safety if a failure were to occur during operation.
If the technical information for the Transmission on the M915A3 was made available, it would allow for more specific market research and allow competitive procurement to be an option.
