6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5 above we are not pursuing competition for this item. Notices required by FAR 5.201 will be posted.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
There are no planned efforts to qualify additional sources because the Government does not possess a fully defined and validated TDP for NSN 4320-01-615-0637. Any vendor that believes they can provide this NSN for a lower cost while meeting the same requirements as the existing item should seek qualification as a secondary source through the Competition Management Office Source Approval Program at their own expense.
8. Market Research: Sources Sought Notice was posted to SAM.gov on 20 August 2024 and was open for 15 days. The Government received two responses, with the assessment of the responses below:
BHPE LLC (CAGE 9SWS7) responded on 21 August 2024 expressing interest in becoming a source for this requirement and a second company, Strategic Solutions & Services (CAGE 9JLT6) expressed interest on 3 September 2024 in providing a proposal for this requirement. The contract specialist informed both BHPE LLC and Strategic Solutions & Services that they could contact the Competition Management Office to apply to become an additional source through the Source Approval Program (SAP). The contract specialist provided the point of contact for the SAP to the vendors.
Previously, Danfoss elected to sell this part to the Government through its network of small business distributors. One of Danfoss’s distributors, Robeck Fluid Power was awarded the prior contract.
The GVSC Tactical Vehicle Sustainment Engineer performed the following internet searches on 3 June 2024 to find suitable competition for the piston pump.

Findings: When searching for alternatives, the engineer came across Parker, McMaster- Carr, and Grainger which offer industry solutions for piston and hydraulic pumps.
However, the government does not have any technical information for the Danfoss piston pump because the data is proprietary, so further research could not be completed. Although several manufacturers make products that appear to be similar to the pump used on the PLS, the lack of a TDP or detailed drawings for the pump prohibit the engineer from knowing the exact specifications that must be met by a potential alternative. A wide range of component strength, mounting features/sizes, maximum load, minimum load, and hydraulic connections are available across the brands reviewed. However, the government does not have access to any of these characteristics for the provisioned pump, so a direct comparison is not possible. The current pump was designed by the OEM and integration/verification testing was conducted for this reason. Any other alternative would require integration and extensive testing to mitigate potential risks in the field, Therefore, it can be concluded that this pump is custom for the application and should be identified as a sole-source item.
